The Supervisory Air Traffic Control Specialist (SATCS) applies advanced knowledge of the technical aspects of air traffic control operations and procedures to direct staff in identifying risk and/or compliance issues at individual air traffic facilities and within the NAS. As the Barrier Analysis Review (BAR) Team Manager, the SATCS directs a subordinate staff of senior air traffic control specialists responsible for analyzing and classifying facility aircraft occurrences and encounters according to a common naming convention in order to identify safety barriers. This work usually includes a mixture of routine and complex projects/programs involving the identification of latent risk and/or compliance issues within air traffic operations and directly impacts Safety and Technical Training, the ATO, and the continued safety of the National Airspace System (NAS).

The Team Manager utilizes and applies program/project management principles to establish and manage the financial, business and planning activities that support the identification of safety barriers in the NAS. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for the organization. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Possesses an advanced understanding of the objectives of the major subdivision. Applies advanced knowledge of budget, human resources, and other administrative policies and procedures. Projects short-term and long-term future needs and justifies resource requirements to ensure cost-effective support of programs/projects/ activities. Plans and communicates AJI's vision and objectives; sets priorities; assigns tasks and responsibilities; monitors and evaluates performance; coaches and develops employee capabilities; approves leave; and takes, recommends or approves corrective/disciplinary actions, as appropriate. Uses coaching skills to train staff, to improve the workplace, and to engage in conflict resolution.

The SATCS utilizes experience with air traffic facility operations to engage facility management and collaborate with the bargaining unit concerning risk within facility and NAS operations/processes. Identifies opportunities for corrective action. Utilizes the BAR process and procedures to analyze BAR aggregate data concerning common factors and safety barriers and delivers this information via reports and discussions with air traffic facilities. This aggregated BAR data is used to assist in understanding what safety barriers are effective during operations and which safety barriers need strengthening. The SATCS directs the overall BAR effort and manages the certification of BAR team members.

Contacts are primarily internal to the organizational unit and the ATO with subordinates, peers, and higher-level management to discuss the status of projects/programs and to plan for the future. Contacts are frequently with air traffic facilities and service areas in addition to leaders of the aviation industry, external stakeholders, and other Federal agencies. Has authority to make commitments for AJI within guidelines.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Identifies problem areas and develops and/or recommends new policies and procedures for resolution. Maintains discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the Safety Directorate. The Group Manager reviews individual and organizational performance usually through status reports and organizational performance measures.

  • Career Diversity is not enhanced when an employee is assigned to a staff or supervisory position in which they previously held on a permanent basis. CE/CP selectees will be required to certify eligibility. Pay retention is not guaranteed.
  • This position is not covered by PL 92-267 for early retirement purposes, and is therefore, not eligible for "good time" credit. Position is ineligible for true time and one half.
  • Unless previously completed, the incumbent must satisfactorily complete a 1-year probationary period to remain in the supervisory or managerial position.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

  • Experience identifying and categorizing systemic air traffic issues.
  • Experience applying or developing processes related to the application of safety factors that are aligned to safety barriers and utilizing that data to identify areas of risk within air traffic operations.
