Responsible for the ongoing implementation and planning, organizing, directing, evaluating and maintaining clinical and administrative computer applications in VISTA which are associated with and serve as part of the electronic medical record. The Informatics Nurse possesses the knowledge and skills to effectively facilitate groups through process analysis and system redesign and to effectively apply all aspects of the nursing process within a collaborative, interdisciplinary practice setting. This enables effective implementation of health promotion and prevention practices, management of acute and chronic illnesses, and attainment of optimal levels of functioning and/or support of the dying patient and family/significant others.
Demonstrates sound decision-making and judgment and possesses excellent interpersonal and collaborative skills.
Establishes effective relationships with all levels of staff to assist in the development and implementation of information systems and/or programs and procedures that will enhance patient care.
Utilizes knowledge, experience, and educational background to examine both routine and highly complex systems and problems and to determine actions necessary to resolve problems related to the use of clinical information systems. This requires collecting data and input from multiple sources in the organization and creating standardized processes for recording and collecting the data. The incumbent effectively interacts with other staff throughout the organization, to gain support for solving problems, making procedural changes or collecting data to gain further information.
Serves as a role model and clinical leader to nursing staff for clinical excellence in the use of clinical information systems.
Collaborates and consults with multidisciplinary teams in planning, directing, and implementing a patient-centered environment.
Systematically evaluates and facilitates change in in the use of clinical information systems.
Responsible for assessing, planning, implementing, and evaluating educational activities. Health Care System.
Demonstrates familiarity with established policies and procedures and administration of the unit in accordance with the Joint Commission, other regulatory agencies, and VA policy. Ability to articulate and interpret organizational policies and procedures to the health care team in regard to clinical information systems.
Functions as one of the key people in the development and implementation of policies and procedures related to the standards.
Takes initiative and utilizes innovative and creative approaches for changing practice based on performance improvement findings and evidence-based practice.
Demonstrates leadership in providing clinical expertise in selecting/supporting new equipment/computer programs/systems used within the facility. Provides training and education on all new equipment, computer programs/systems.
Collaborates with management, Chief Nurses, and Medical Directors for program development and resource planning.
Collaborates with Nursing Leadership and Clinical Application teams to meet and update staff learning needs with electronic documentation.
Acts as a resource and liaison by serving on facility-wide committees, councils, and task forces.
Works collaboratively with the Clinical Practice and Professional Development Service, participating as applicable with general educational directives, training, in-services, New Nursing Employee Orientation.
May be responsible and assigned to facility programs.
Change agent, fosters and demonstrates innovative and creative approaches to problem solving and process improvement.
Responsible for educating Nursing staff on their specific population focus at all sites and all tours of duty.

Basic Requirements:

English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing () or The Commission on Collegiate Nursing Education (); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware ().
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)

NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
