LOCATION: Largo, MD (Fully in the office)

SUPERVISORY RESPONSIBILITY

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

POSITION DESCRIPTION - The Procurement Officer II is full-performance professional work responsible for moderately complex procurement work which involves maintenance and administration of agency procurement portfolios for operating products and services. The employee at this level is proficient in implementing procurement services; arranging the sequence of work; obtaining data, materials and other information; selecting the appropriate method or approach in accordance with policies, training, accepted practices, and comparing alternate paths for optimization in product/service delivery.

PERIOD OF PERFORMANCE - May 1, 2025 - June 30,2026

Essential Functions, Duties, And Responsibilities

  • The work requires the ability to resolve problems and work efficiently with departments, vendors and other suppliers. An incumbent in this class applies professional knowledge of procurement methods, principles and practices.
  • Contacts are with department/agency personnel, officials at various levels of government, purchasing associations and organizations, and businesses/suppliers to provide advice and consultation, clarify technical data, resolve requirements having legal implications or fiscal issues and other compliance matters, and coordinate purchasing/contractual requirements with departments.
  • Exercise considerable initiative and independent judgment in addressing and completing the assigned duties.
  • This class of work entails some public service/assistance, presentations, and training to vendors on how to do business, especially with new vendors.
  • Work is performed under the authorization of the County Purchasing Agent and general supervision of the agency executive staff or higher-level Procurement Officer or another designated supervisor.
  • Guidelines exist in the form of Federal, State and County procurement regulations, internal purchasing procedures, and the terms and conditions of contracts and agreements.
  • The complexity of the work is from the lengthy rules and procedures to be followed, the variety of products and services, and time constraints.
  • In particular, the complexity of Procurement Officer II duties decisions derives from analysis of situations with multiple factors, solicitation phase, and issues involved in each assignment.
  • The work requires analysis to compare costs, delivery times and quality of products.
  • The scope and effect of the work is derived from its impact on the quality of operations of the County Government through prompt deliveries of goods and services at competitive prices.
  • The incumbent can oblige the County contractually within delegated thresholds. During certain periods each year, employees may be required to work

Minimum Qualifications

  • A minimum of 3 years of professional-level experience in procurement or contract management.
  • Knowledge of administrative practices, procedures, and office equipment related to procurement/contracts
  • Understand procurement methodologies
  • Be able to prioritize tasks
  • Have great soft skills. This is a front-facing position, and they will have to have great people management, engagement, and be able to liaison.
  • Understand and be able to set up meetings, do intakes, and forecast procurement needs.
  • Understand procurement workflow.
  • Must have a valid driver's license.
  • Have a servant-leadership mentality
  • Proficiency with Microsoft Suite (Word, Excel, Outlook, PowerPoint, Teams)
  • Ability to proofread and edit materials for content, procedural and grammatical accuracy
  • Strong oral and written communication skills
  • Possesses great customer service skills

  • Certification as a Certified Professional Public Buyer (CPPB) or kindred equivalent certification from accredited institution/agency such as listed below: Certified Purchasing Professional (CPP) Certified Professional Purchasing Manager (CPPM) Certified Supply Chain Professional (CSCP) Certified Public Purchasing Officer (CPPO) Federal Acquisition Certification in Contracting (FAC-C) Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Contract Specialist Level Certification

  • Bachelor degree from an accredited university/college

HOURS OF OPERATION

The worksite location will be performed predominantly at the Government offices during core business hours of 8:30 a.m. - 5:00 p.m., Monday through Friday on a regular 40 hour per week schedule unless otherwise required by the Manager.

PHYSICAL, MENTAL, AND ENVIRONMENTAL CONDITIONS

Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.

CONDITIONS OF EMPLOYMENT

  • Must be legally authorized to work in the United States of America. Sponsorship will not be a part of this contract.
