Job Description

General Summary

The Senior Manager/Project Executive is responsible for successful coordination and execution of major capital projects at any of the affiliated UMMS hospitals or facilities. Applicable projects may include new buildings, additions, major renovations, or large equipment investments designated by the Senior Vice President of Facilities, Planning, Design & Construction and/or board of directors Major Capital Projects and Facilities Committee.

Principal Responsibilities And Tasks

Project Management

  • Accountable for accurate project reporting to hospital and system management and user groups during project planning and design. Coordinates technical design information and assures proper sign-offs through the design process.
  • Manages the architectural, engineering and interior design consultants for projects in accordance with systemwide policies and procedures.
  • Reviews and recommends design criteria, contract documents, specifications, and space requirements. Assures adherence to the design and construction timeline and approved budget for the respective projects.
  • Recognizes the associated constraints with each project and manages architects, engineers and contractors to assure the project is completed on time, on budget and within quality standards established during the design process.
  • Manages project schedules with contractors and consultants, ensuring that schedules are continuously reviewed and accurately updated.
  • Ensures compliance with local, state and federal codes/ordinances and works with consultants and contractors to resolve problems. Investigates constructability issues and works with contractors for no-cost solutions.
  • Ensures contractors and consultants develop the required project documentation, such as owner's manuals and "as-built" plans, etc.
  • Assists consultants, physicians and various departments/hospital users or occupants to develop documents consistent with the project objectives, space programs and budgets in keeping with system goals.
  • Distributes documents and reports as required.
  • Communicates regularly with Finance to assure project expense reporting reflects accurate expenditures and variances.


Contract Administration

  • Prepares RFPs, reviewing and verifying consultant and contractor credentials, fee structures and experience as it relates to the project under consideration.
  • Evaluates architectural and engineering proposals, studies and reports information associated with projects. Studies, analyzes and evaluates fee proposals and architectural engineering studies, and reports on financial, technical and health care merit/qualities.
  • Analyzes contractor bids; consults and negotiates with bidders to assure that the scope of work is understood, complete and the best price is obtained.
  • Assures that services provided by consultants, designers and contractors are in contractual compliance.
  • Ensures timely payment for work performed.
  • Negotiates and/or develops options to eliminate contract change orders.


Financial Management

  • Ensures project managers adhere to financial controls to ensure cost effective management to budget.
  • Develops and administers capital budgets for major or critical design and construction services. Develops financial controls and initiatives that ensure cost effective management to budget.
  • Implements requisition process for approving requested purchases by assigned personnel.
  • Formulates, implements, and applies policies, plans and programs related to the protection, development and enhancement of major capital resources and financial goals.


Quality & Problem Resolution

  • Ensures patient safety in the performance of job functions and through participation in hospital, department or unit patient safety initiatives and risk assessments.
  • Maintains high quality control standards of the trade, also keeping up-to-date on changes, new regulations, new standards and The Joint Commission requirements.
  • Takes immediate action to correct observed risks to patient, staff or physician safety.
  • Reports adverse events and near misses to appropriate safety management authority.
  • Identifies possible risks in processes, procedures, devices and communicates the same to those in charge.
  • Ensures infection control procedures are implemented.



  • Qualifications

    Education and Experience

    • Bachelor’s Degree in Business, Construction Management, Engineering or Architecture or equivalent experience required.
    • Seven years of progressive experience in construction and project management. Three years of relevant senior level management experience.
    • Extensive experience in civil engineering, architecture and construction project management. Proficient in detailed budget estimation, scheduling, contract negotiations, public approvals, project reporting, market research, and general project coordination.
    • Experience in managing large (over $40 million) and complex projects is essential. Experience in managing at least twenty construction projects, including new facilities, additions and complete renovations, and have familiarity with hospital design and construction codes including healthcare regulations. Experience in hiring and overseeing project managers/general contractors and knowledge of project reporting to senior executives and board of directors.
    • Experience in planning, directing and coordinating the full range of project functions related to the construction of new facilities and major rehabilitation of existing occupied facilities, including equipping, operation, environmental, maintenance, protection, and code compliance for buildings (including occupants), utilities and grounds.


    Knowledge, Skills And Abilities

    • Detailed knowledge of all phases of construction and building projects.
    • Knowledge of the organizational complexities of a major medical school, teaching hospitals and community hospitals.
    • Strong skills with cost information management systems, cost estimating, and project costing.
    • Highly effective verbal and written communication skills are required to work successfully with a diverse group of staff at all levels within the organization, including senior management and the board of directors.
    • Demonstrated ability to develop good working relationships with state and local site inspectors and plans examiners.
    • Ability to work closely with and sensitivity to the needs of physicians and other non-technical internal clients.
    • Ability to adapt in a challenging and dynamic environment. Ability to understand and work well in a multi-faceted matrix environment.
