
Police Officer (Training Instructor)
This position is in the Training Services Bureau (TSB), Office of the Assistant Chief of Police for Standards and Training Operations, United States Capitol Police.
This position serves as a Training Instructor responsible for instructing and delivering training in accordance with the Department’s regulations, law, policies and procedures. Primarily tasked with supporting in-service training, the instructor will also be expected to instruct throughout the TSB to include entry-level and specialty training, and to manage programs across the TSB.
Responsible for ensuring courses accurately meet current training standards found in industry standards, law, and policy.
Leads the development of course materials, including class syllabus and lesson plans. Utilizes knowledge of lessons learned, personal training, formal education, actual law enforcement experience, as well as current and future training and operations requirements to assist in the development of mission-based lesson plans, protocols, curriculum, and USCP law enforcement training doctrine to maximize the utilization of limited time and resources.
Responsible for developing, presenting, and evaluating law enforcement training courses. Administers class curricula and coordinates training requirements with all assigned units to ensure that requested law enforcement training needs are met promptly with existing resources. Analyzes requirements, develops a training plan in concert with the priorities, and recommends courses of action that maximize training impact within resource constraints. Prepares course outlines and daily lesson plans that are consistent with overall course objectives. Provides instruction on topics within a general/specialized subject matter field, based on approved course materials and instructional plans consistent with the overall course objectives.
Determines and outlines coverage, specific goals, techniques, instructional aids, and timing for each phase of the lesson. Deviates from daily lesson plans as necessary to adjust to changes in law enforcement procedures, equipment, and techniques. Researches and analyzes relevant case law for course presentations and evaluates and revises course content as necessary. Stays abreast of literature and other materials in assigned training areas; evaluates the potential of new materials and instructional aides; and participates in training workshops, seminars, and courses.
Researches emerging law enforcement technologies, practices, and techniques. Keeps abreast of changes in technology, training methodologies, law enforcement industry standards, educational techniques, and training associated with law enforcement operations. Conducts research and provides input to doctrinal revision and development.
Applies in-depth research skills sufficient to provide problem-solving assistance designed to improve training and cost-effectiveness. Participates in planning, analysis, and decision-making processes for overall objectives, milestones, priorities, and administrative framework for the functional areas.
Monitors the progress of employees in the training environment. Evaluates and advises on students’ progress by observing the performance of students and by developing and administering tests on materials studied. Recommends and executes remedial and/or corrective action for employees. Advises when training programs and lesson plans need to be revised or adapted to address training failures. Rates and scores training participants and makes an initial determination regarding whether they qualify or fail to qualify to meet the Department’s standards. The incumbent analyzes the results and exercises independent judgment and discretion in making recommendations to management on training policies and procedures.
Assists with accreditations, advisements, and coordinating activities of the training mission function in an expanding curriculum training environment. Meets and collaborates with each unit, Section, Division, or Bureau they assist with training, no less than twice yearly, to discuss and plan the curriculum, latest trends, and operational training needs of the specialty units.
Performs administrative support training duties, as required, including class scheduling and coordination, recordkeeping, budget forecasting, and property management. Provides maintenance on training aid devices, facilities, and scenario training areas. Manages all assets of the TSB, including training aid devices, equipment, and gear used to support programs. Ensures common areas of the training areas are stocked with required supplies and kept in presentable condition. Coordinates with leadership to schedule, utilize, and execute required training with all training aid devices, equipment, and gear.
Establishes and maintains content for simulator-based training aids, ensuring they are utilized as a training tool for training.

Must be a USCP sworn employee at the rank of Private First Class (PFC) or Technician. Officer must successfully complete a Federal Law Enforcement Training Accreditation (FLETA) accredited Law Enforcement Instructor Training Program (LEITP) or equivalent. If budget or availability restricts this requirement, the TSB will provide on-the-job training until such certification can be obtained. Officer must be able to work rotating hours and shifts to include weekends, holidays, days, evenings, and midnight when required. The work requires physical agility and dexterity.

2. Must not be in restricted leave status as of the closing date of this announcement.
3. Must be in full and unrestricted duty status as of the selection date unless otherwise authorized by law (e.g., performance of duty injury, Family and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA))
4. Must not have a sustained CP-535 within three years of the closing date of the announcement.
5. Must possess and maintain a valid REAL ID U.S. driver's license.
