
PROGRAM MANAGER (DEPUTY WING COMMANDER)
THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION
The primary purpose of the PROGRAM MANAGER (DEPUTY WING COMMANDER), GS-0340-14, is functioning as the full assistant to the Specialized Mission Wing Commander.
May make additional selections within 90 days of eligible(s) issuance.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position.
Priority Areas(s) of Consideration:
Priority consideration is first given to the areas below.
AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment.
AREA II= Current California National Guard members.
Military Grades: O-5 or O-6
O-5 must be promotable to O-6 and/or pending Federal Recognition for an O-6
Applicant must possess a Certificate of Eligibility (COE) for Federal Recognition or have a COE pending Chief of National Guard Bureau approval, IAW 32 USC 307.
Must maintain appropriate level of security clearance.
Must wear appropriate military uniform including required grooming standards.
Must maintain a compatible military unit, grade and job assignment as required by current directives.
Participation in direct deposit is mandatory.
Must obtain and maintain a Top Secret clearance and be eligible for access to Special Compartmented Information (SCI)
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
This is a Testing Designated Position (TDP). The employee is subject to random drug testing.
Qualifications
PROGRAM MANAGER (DEPUTY WING COMMANDER), GS-0340-14: Must have at least one year of specialized experience, equivalent to at least the GS-13 level, or equivalent pay band in other pay systems in the Federal government or in the private sector comparable to the GS grade indicated by: Analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Knowledge of the organization and its mission and utilized the organizational staff procedures; Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; Experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.
