As a PROGRAM MANAGER (DEPUTY MISSION SUPPORT OFFICER) - Title 32, GS-0340-13, you will serve as the full assistant to the Mission Support Group Commander. This position shares responsibility with the Mission Support Group Commander and assists in directing and managing all infrastructure operations of an aviation base that include civil engineering, crash/fire/rescue, disaster preparedness, environmental management, personnel, command, control, communications and computer systems (C4), logistics plans, programs and readiness, base supply, transportation, vehicle maintenance, contracting, security forces, medical support, base services, fuels management, aerial port operations (as assigned), and all other support base functions. This position assists the Mission Support Group Commander in directing and managing all Mission Support programs and operations in support of the total base, to include tenant organizations and assigned geographically separated units. Serviced personnel include Military Technicians, Active Guard/Reserve personnel, Traditional Guard members, Non-Dual Status Technicians, employees of tenant organizations, state employees, and contract personnel. You would work under the general supervision of the Mission Support Group Commander, exercising full authority and statutory responsibility for executive management and command direction of assigned host base program areas. Initiates and exercises independent judgment in assigning responsibilities, directing subordinates, providing guidance and issuing directives and policy for the unit mission, and has latitude and authority for the accomplishment of the primary base support mission. The incumbent derives guidance from regulations and special instructions of the NGB, United States Air Force, and gaining MAJCOM. Work is evaluated in terms of program effectiveness and accomplishment of mission and program objectives.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: O-4 through O-5

Conditions of Employment:
- National Guard Membership is required.
- Federal employment suitability as determined by a background investigation.
- Must be able to obtain and maintain the appropriate security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: To qualify for the GS-0340-13 level, you must have at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

*This position requires the incumbent to possess successful Squadron Command experience.
