
Senior Psychiatrist Program Manager - Deputy Associate Chief of Service
- The incumbent has full administrative, program management and development, and supervisory responsibilities for multiple complex mental health programs.
- The incumbent is responsible for oversight of strategic planning, development and implementation of policies and procedures, management of programmatic resources, and monitoring outcomes and key metrics for the programs under his/her direction. The incumbent exercises a very wide latitude of independent judgment in these duties.
- Responsibilities include first line authority/ supervision of assigned staff, clinical consultation and guidance, day-to-day program management, and administrative functions that are complex in scope and that constitute a significant programmatic element of the VA Salt Lake City Health Care System. Supervision includes both face-to-face and remote communication via tele-conferencing.
- The incumbent works closely with supervisors of the assigned teams/programs, Mental Health Service leadership, and VISN leadership to ensure that overall treatment of patients is delivered in the most thorough, efficient, and effective manner and that current goals are in line with Office of Mental Health and Suicide Prevention and VISN goals.
- The incumbent has responsibility for development of staff competencies and performance as well as promotion of working relationships and an effective treatment environment.
- The incumbent interacts with Human Resources and facility leadership in all aspects of staff hiring, performance evaluation, and disciplinary action.
- The incumbent works closely with IT and administrative staff to ensure staff have appropriate support and resources.
- The incumbent implements process improvements to maximize efficiency and cost-effectiveness.
- Treatment programming, staff development, and environment of care are managed at a level that meets or exceeds required accreditation standards, as well as local facility and VA Central Office expectations for service delivery.
- Is involved in the Psychiatry Training Program and may serve as a member of the Training Committee.
- Is involved in the training of psychiatry trainees, medical students, medical and psychiatric residents, and nursing students.
- Ensures that newly hired staff are trained and orientated to the VASLCHCS and Mental Health Service programs and SOPs.
- Serves as primary mental health provider for a relevant panel of Veteran patients.
- Provides a full range of therapeutic interventions, including diagnostic evaluation, medication management, individual therapy, group therapy, psychoeducation, and care coordination to assigned patients.
- Provides psychiatric consultation to providers on a wide variety of patient care issues.
- Oversees the establishment of program monitors and outcome measurements using data-driven quality assurance processes.
- Plans and oversees the completion of research projects designed to provide information regarding program planning and relevant treatment approaches.
- Presents outcome data and research results at VA and regional or national scientific or professional meetings.

Qualifications
Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
- Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
- Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. - Proficiency in spoken and written English.

- Driver's License Requirement: A current, Valid State issued Driver's License is required for this position.

Position may require travel to provide outreach or clinical services to Veterans in the community, clinics, medical centers, CBOC's, etc. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
Education
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
