  1. Responsible for the Planning, design, and implementation of all elements of the Ancillary Testing Quality Management Program.
  2. Selects, Implements and maintains the performance of devices, troubleshooting and validation for test performance outside of the main laboratory.
  3. Performs validation and statistical analysis (variations, standard deviations, precision and accuracy, trend analysis) on quality control patient and reagent data collected. Identifies and resolves issues from statistical analysis of the collected data.
  4. Analyzes emerging trends, and technology and adopts appropriate methods for local programs to meet agency goals for training, operator identification and documentation.

  6. Responsible for the verification of correct patient identification and documentation of results are transmitted into the laboratory computer system.
  7. Serves as the liaison between administration, clinical staff, and technical staff regarding the clinical, business, technical operations management processes associated with Ancillary testing Program and Phlebotomy.
  8. Recommends appointment, plans and assigns work, provides advice and counsel and evaluates work of subordinates.
  9. Adjusts staffing levels or work procedures to accommodate resource allocation decisions made at the executive level.
  10. Verifies orientation, training and competency assessment of assigned staff.
  11. Performs all other duties as assigned.

GS-12, Clinical Laboratory Scientist (Ancillary Test Coordinator) - Grade Determinations: In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified.
  • Experience: 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments
  • Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the experience requirements, the candidate must demonstrate the following KSAs:
    1. Knowledge of medical technology concepts, principles, practices, and methodologies sufficient to perform full oversight and guidance for testing programs outside of the laboratory.
    2. Knowledge of mathematics and statistics as related to quality control, quality assurance, proficiency testing, inspection and accreditation, and continuous quality improvement.
    3. Knowledge of Federal, state, and VHA laws, regulations, reference standards, and certifying or accrediting agency requirements to carry out work in each ancillary testing site.
    4. Knowledge of laboratory information technology systems and interconnectivity.
    5. Skill in applying new scientific/technological developments and theories to laboratory testing.
    6. Ability to evaluate, interpret, and teach others to use quality control procedures and implement corrective actions.
