As a SUPERVISORY IT SPECIALIST (PLCYPLN)- Title 32, GS-2210-14, you will manage the state's C4 Systems Support program. The C4 systems include both the communications and computer systems required to implement the state command and control process and are the information exchange and decision support subsystems within the state total Force Command and Control Support System. The incumbent serves as the principal staff officer and primary advisor to the Adjutant General and Joint Chief of Staff for all matters pertaining to C4 systems which support the primary functions involving the collection, transportation, processing, dissemination and protection of information.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: For military members of the Army O-5 through O-6
For current members of the Wisconsin Air National Guard you must be an O-5


Conditions of Employment:

- This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DOD instruction 8570.01-M

Qualifications

GENERAL EXPERIENCE: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: To qualify for the GS-2210-14 level, you must have 1-year experience equivalent to at least the next lower grade. Developing goals and objectives that integrate into state short and long term operational plans. Experience advising staff regarding policies, procedures, and directives of higher-level management or headquarters. Experience evaluating reports by analyzing facts and performing appropriate research and prepare detailed responses. Able to provide authoritative advice, information and guidance regarding current and future information systems concepts, doctrine, practices, operations and technologies. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

To qualify for this position based on education you must provide documentation showing that you have a Ph.D or equivalent doctoral degree
OR
Three(3) full years of progressively higher level graduate education leading to a Ph.d or equivalent doctoral degree.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
