
Program Analyst
- Provide a wide range of program administrative functions that include planning and management support.
- Conducts programmatic, administrative, and operational policies and procedures, provides advisory services on issues of substantial scope and impact throughout the organization.
- Analyzing and evaluating (on a quantitative and/or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
- Analyzes statutory mandates, regulatory performance requirements to ascertain requirements applicable to program activities.
- Provides oversight pertaining to budget formulation and financial management to ensure program integrity.
- Reviews financial reports and resolves discrepancies with the appropriate offices.

Qualifications
Applicants who meet at least one of the following requirements may qualify for the position at the GS-9 level -
- 1 year of specialized experience equivalent to at least the GS-7 grade level in the Federal government. Examples of such experience may include assisting in research and investigations of new and improved business and management practices; assisting in the development of management and program evaluation plans, procedures, and methodology; assisting in management surveys to determine compliance with regulations, procedures, sound management practices, and effective utilization of staff.
- Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
- A combination of education and specialized experience listed above totaling at least 100%. For example, 9 months of specialized experience (75% of the experience requirement) and 27 hours of graduate study (25% of the education requirement) would qualify an applicant for this position.
Applicants who meet at least one of the following requirements may qualify for the position at the GS-11 level -
- 1 year of specialized experience equivalent to at least the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing a wide variety of administrative services to enable efficient operation of a business or program office; analyzing work functions and processes and identifying process improvements, planning and coordinating budget and financial plans and operations; or developing and formulating alternative solutions to administrative matters.
- Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related
- A combination of education and specialized experience listed above totaling at least 100%. For example, 6 months of specialized experience (50% of the experience requirement) and 2.5 years of graduate study (50% of the education requirement) would qualify an applicant for this position.
