Description of Work

This position will serve as a Community Recycling Specialist to provide technical, policy, and planning assistance to counties, municipalities, state agencies, universities, community colleges and other recycling and material generators throughout North Carolina. Â This position is an exciting opportunity to join a dynamic team in making a statewide impact on growing and improving recycling programs and actively help the state increase recycling and waste diversion strategies in all 100 counties of North Carolina.

A part of the Recycling and Materials Management Section (RMMS) within the Division of Environmental Assistance and Customer Service, this position will help RMMS expand and improve recycling infrastructure and programs statewide while engaging local governments to assist in localized waste diversion programs. These initiatives are accomplished through technical assistance, grant programs, data collection and reporting, statewide educational and outreach campaigns, and promoting key strategies to achieve progress in local recycling and waste diversion efforts and grow North Carolina's circular economy. Â RMMS engages with local governments on a wide array of waste reduction, recycling, and solid waste issues, including the development of source reduction programs and the management of traditional recyclables, organic materials, and special wastes.

Key Responsibilities

  • Provide direct, one-on-one technical assistance to municipal and county curbside and drop-off recycling programs to help with collection program efficiencies and best practices.
  • Support statewide education and outreach efforts and advance best practices in recycling communications.
  • Manage grants awarded to local governments, participate in grant award decision-making and oversee grant projects and contracts.
  • Gather data from recycling programs, research policies and strategies, compile and promote best management practices, and investigate other related topics.
  • Collaborate with local governments in improving public waste reduction and recycling processing and public outreach efforts.
  • Conduct site visits, participate in meetings, assist in planning and facilitating training events, assist in creating and distributing information on best practices for collection and diversion programs.

The mission of the Division of Environmental Assistance and Customer Service (DEACS) is to protect and improve North Carolina's environment and economy through customer-focused assistance, greater understanding of environmental permitting and compliance, wider adoption of sustainable practices, increased recycling and reduced waste disposal and reduced impacts from resource consumption. DEACS is the lead state agency on pollution prevention strategies and waste reduction. Our mission is to provide quality customer service and technical assistance that is both solution and education oriented.

As one of the programs within the Division, the Recycling and Materials Management Section (RMMS) focuses on waste reduction and recycling issues for industries, businesses, local governments, institutions, and state agencies within North Carolina. The Section plans and conducts programs to source reduce waste and increase the recovery of discarded materials. It is responsible for supporting the improvement of local government recycling program performance and promoting and developing markets for recyclable materials. To facilitate the transition to a more sustainable, circular economy in North Carolina, RMMS houses the Recycling Business Assistance Center (RBAC) that provides economic and market development services for the recycling industry. Together, the Section works to implement state policies and legislation to address the wide range of discarded products and materials and conducts evaluations of the success and benefits of waste reduction efforts in North Carolina.
