Serves as the Programs Director, Family and Morale, Welfare and Recreation (FMWR) for a medium/large garrison with full responsibility and managerial authority to plan and direct FMWR programs on a complex multi-mission Army installation.
The FMWR programs encompass Nonappropriated Funds Resource Management Division, (NAF Financial Management, Marketing, Major Construction, Private Organizations, Commercial Sponsorship, Property Management, Internal Review and Management Controls, Supply, Warehouse and Maintenance, Public-Private Ventures, Information Technology and Contracting programs).
Child and Youth Division, (Child Development Centers, Family Child Care, School Age Services, Youth Centers, Teen Centers, Youth Sports and Fitness, Youth Education Support -School Liaison-Outreach-Program Support Services).
Recreation Division, (Sports and Fitness, Entertainment, Automotive, Parks and Picnic Areas, Library, Arts and Crafts, Community Activity Centers, Better Opportunities for Single Soldiers (BOSS), Outdoor Recreation, and Leisure Travel). Community Business Division, (Clubs, Food-Beverage-Entertainment-Bowling-Golf- Recreation and Mobile Snack Facilities, Theme Restaurants, Rod and Gun Clubs, Lodging Operations, and NAF Recycling program).
Army Community Services Division, (Financial Readiness, Family Advocacy Program (FAP), Relocation, Deployment Program and Mobilization, Information and Referral, Exceptional Family Member Program (EFMP), Family Member Employment Assistance Program, Installation Volunteer Service, Army Family Team Building (AFTB)/Community Life Program (CLP)/Army Family Action Plan (AFAP), and Army Emergency Relief (AER).
Develops broad mission requirements and objectives; plans for accomplishment of objectives; reviews status and progress; provides management guidance and direction; and provides advice and/or decision on policy matters. Applies an extensive knowledge of management concepts, principles, and practices to subordinate elements in the effective planning, execution and review of FMWR programs.
Develops organizational vision, goals, plans, and objectives. Develops and implements policies and procedures. Determines resource needs, allocates resources, and accounts for their effective use. Ensures programs and activities are managed and operated on a sound financial basis, are in compliance with Army policy, and are consistent with baseline standards.
Oversees all phases of major projects to insure integration and coordination within established timeframes and maintains FMWR goals and objectives. Ensures programs are consistent with commitments and policy, as well as measurable performance criteria. Conducts periodic program review and analysis briefings. Identifies areas where slippage is occurring and determines required corrective action to bring project in line with established schedules.
Represents the Garrison Commander for FMWR activities. Serves as the principal advisor and authority on matters impacting the FMWR programs. Serves as primary advisor on technical matters concerning plans and procedures. Provides advice, guidance and technical expertise to the Garrison Commander concerning all FMWR activities.
Provides technical guidance and administrative oversight through direct and indirect supervision of subordinate supervisors and employees. Exercises the full range of personnel management responsibilities.

Qualifications
One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression for a Director FMWR.
Possess demonstrated leadership and oversight of a successful profit generating medium/large business organization, ensuring programs and activities are managed and operated on a sound financial basis or demonstrated experience taking corrective action.
Possess demonstrated ability to execute Human Resources Program, supervise personnel to include subordinate supervisors, and execute organization personnel management responsibilities.

Possess experience with development and execution of Long-term (5 year) Strategic Planning pertaining to the operation of FMWR programs and activities.
Possess experience to execute an effective acquisition and financial management plan to include demonstrated ability to determine resource needs and allocation of resources for federal, state and/or local government budgets and analysis of financial data.
Possess experience developing and implementing policies and procedures appropriate to FMWR programs and activities.
