Description
Provide acquisition and systems engineering support for Major Satellite Acquisition for the NRO SIGINT Directorate Low Earth Orbit (LEO) Systems Program Office (LSPO). Must have a detailed understanding of Government satellite acquisition and be able to develop acquisition strategies, plans and documents.
Key duties/responsibilities include, but are not limited to:
Work closely with developers, Government leads, technology development offices, subject: matter experts, and program managers
Support the development of acquisition and program management strategies for new initiatives Assist in the development of acquisition plans, Request For Proposals and costing instructions Provide technical and programmatic support to COTRs and assess performance within cost and schedule constraints. Identify risks to program plans, develop corrective action plans, conduct Engineering Change Proposal (ECP) reviews, and technical evaluations, cost and schedule evaluations, and proposal evaluations
Assist in requirements definition, flow-down, analysis, and traceability and evaluate the suitability of verification, qualification, and acceptance methodology
Assist in development and assessment of CONOPS, interfaces, architecture and standards Support system, sub-system and unit level design analysis, as necessary, to determine if the design is both adequate to meet program requirements and cost effective
Support the oversight of anomaly adjudication and resolution by direct fact finding, reviews, audits, inquires, and investigations of payload processing, testing or operational failures Coordinate/Facilitate program office reviews and discussions with the developer, inter-office, and with externals as needed
Coordinate with other acquisition offices to facilitate incorporation of technology efforts into end-to-end systems (U)
Qualifications
Required Qualifications:
Bachelor degree with 9 + years of relevant satellite acquisition, systems engineering and/or program management experience
NRO satellite acquisition experience
Proven ability to effectively work with a large team of Government, FFRDC, and SETA contractors as well as with major development contractors. Be able to convey complex technical issues concisely to management and be a flexible and creative problem solver; manage both conflicting and changing priorities
Strong oral and written communication skills
BS in Engineering or related technical field
TS/SCI with CI polygraph
Travel within the US one time per month for up to five days per trip.
Desired Qualifications:
MS in engineering or related technical field
SIGINT experience
Experience with Acquisition Lifecycle Phase A activities
Familiarity with evolutionary acquisition / technology insertion activities
