Description of Project

The Minnesota Department of Information Technology Services (MNIT) partnering with the Minnesota Department of Transportation (MnDOT) is seeking an experienced Technical Business Analyst to conduct full technical assessments of all existing applications (e.g., custom built, commercial, workstation, custom-built and Cloud) used by MnDOT. The resource will be expected to partner across the organization to deliver a complete inventory comprising of each application's current state technologies as specified by MNIT (i.e., dev tools, app dev languages, frameworks, components, libraries, and associated versions.) This work will enhance existing application inventory data and improve MNIT's ability to provide necessary data-driven analysis and insights that inform the modernization and standardization efforts needed for a modernized application portfolio.

At a high level, the resource will perform deep technical assessments of workstation and server hosted applications, custom-built and commercial, and Cloud hosted; to assess and document the current-state technologies used by all MnDOT's applications including documenting the underlying technologies that comprise each application (i.e., dev tools, app dev languages, frameworks, components and associated versions).

The resource will be expected to partner with MNIT DOT staff to work across the agency with technical staff and leadership, business partners as needed.

The resource will document and transfer knowledge to state staff as assigned/requested so that the inventory/deliverables can be maintained long term.

Desired Qualifications and Skills:

  • Knowledge and experience as a Technical Business Analyst including performing and delivering full technical assessments of applications hosted on workstations and servers, custom-built and commercial, and Cloud hosted.
  • Knowledge and experience necessary to effectively manage work in an Agile development environment: plan, prepare, report/communicate statuses, work plans, schedules/roadmaps, identify and mitigate risks, and escalate when needed.
  • Ability to read and understand existing technical artifacts, translate functional business requirements into technical specifications, technical designs, and architectural diagrams.
  • Advanced technical knowledge and experience in application design, development and maintenance, including resources, programming languages, code libraries, frameworks, components, and user interface standards.
  • Advanced technical knowledge and experience in object-oriented programming and design, including Java, .NET and C#.
  • Technical knowledge and experience with developing and running SQL queries for applications and ad-hoc queries for surfacing insights and information.
  • Technical knowledge and experience with development and management tools, including but not limited to: Azure Dev Ops, GitHub and Repo Management, Visual Studio Professional IDE and archetypes.
  • Experience and proficiency with application development environments and technologies, including Java Script, jQuery, XML, JSON, REST, SOAP, CSS, HTML, PHP, Python, SQL Server, dependencies, integrations, security and monitoring.
  • Experience and proficiency working with Software Development Lifecycle (SDLC) and applying techniques such as object-oriented programming, with agile, iterative development. Experience with CI/CD and automated deployment technologies is beneficial.
  • Knowledge and experience in developing for and supporting Cloud hosted and native Cloud applications, environments and resources.
  • Knowledge and understanding of current Web Content Accessibility Guidelines (WCAG).
  • A solid understanding of application infrastructure management, data infrastructure management and their relationships to application development and support.
  • A solid understanding of emerging trends and current technologies used in application development.
  • Ability to describe complex technical concepts in plain language and free from technical jargon.
  • Ability to build constructive and effective relationships.
