Qualifications

SPECIALIZED EXPERIENCE: At least 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with Department of Defense, U.S. Army, or U.S. Air Force. Comprehensive knowledge to develop appropriate interventions for management on significant Human Resource issues and concerns; apply new developments to problems not susceptible to treatment by accepted methods; collaborate with and lead management in employing change management process concepts and techniques such as strategic planning and workforce development; develop strategic goals for change (e.g., conduct organizational needs assessments, determine organizational readiness for change, market organizational awareness, and lead change initiatives); conduct group facilitation, and other techniques and methods necessary for organizational assessment and change; lead a team on special projects or studies of considerable scope and depth critical to the resolution of operating issues and problems; and interpret complex legislative, regulatory, and policy guidance to prepare study recommendations for management. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience, training, or knowledge in development of administrative regulations and procedures to provide efficient and timely accomplishment of all HR functions. This also includes reviewing incoming and outgoing correspondence with particular emphasis on compliance with all laws, policies, and related official guidance. Ensures familiarity and compliance with Defense Civilian Personnel Advisory Service (DCPAS) and OPM guidance. Knowledge, training, or experience in HR management of all Full-Time Workforce personnel dispersed throughout a State/Territory/District of Columbia, engaged in a variety of occupations under the Federal Wage and General Schedule pay systems as well as military pay schedules. Knowledge of HR programs include providing HR Development, Employee Benefits, Equal Opportunity Programs, HR Information Systems, Performance Management Employee/Labor Relations, Military (AGR), Position Classification and Position Management, Recruitment/Placement and Compensation, and related clerical and administrative functions for a workforce.
