About The Position

Dexis Professional Services (DPS) is seeking a Senior Acquisition Specialist to provide on-site support to the Department of Homeland Security’s (DHS) Office of the Chief Human Capital Officer (OCHCO). The Project Control Lead will provide strategic acquisition support by working with program personnel and assist with the development and implementation of acquisition strategies for programs and procurements of various sizes and complexities. The Senior Acquisition Specialist will be a part of a contract team providing support to the OCHCO Front Office and select OCHCO offices by sustaining OCHCO operations in the areas of acquisition and procurement administration, budget formulation and execution, administrative support, and surge support as necessary.

OCHCO is responsible for HR services for the Department of Homeland Security. OCHCO fulfills its congressionally mandated mission requirements through various Components, Divisions and the Business Operations that support OCHCO. The OCHCO Front Office, led by the Chief of Staff, ensures necessary collaboration, execution, monitoring, and completion of actions; provides strategic guidance; coordinates internal/external communication, executive correspondence, integration, and special projects, and administration to ensure efficient and effective organization success; provides financial management, contract management, facilities management, space management, quality assurance, and administrative support functions.

This full-time position is located in the Washington, D.C. area and is required to be on-site full time, subject to change if requirements shift. This position is contingent upon contract award.

Responsibilities

  • Prepare Statements of Work (SOWs) and Performance Work Statements (PWSs)
  • Conduct market research and Market Research Reports.
  • Develop business and technical requirements.
  • Gather information to assist with Independent Government Cost Estimates (IGCEs)
  • Develop Proposal Instructions to Offerors and Evaluation Criteria.
  • Provide logistical assistance with Industry Days, Conferences, and performance meetings
  • Acquisition package development and tracking.
  • Develop Determination and Findings (D&F) and Justification and Approval (J&A).
  • Prepare acquisition document templates and any procurement guidance necessary to facilitate the procurement process for all OCHCO Divisions.
  • Prepare other documents and exhibits necessary to complete an acquisition.
  • Plan and execute transitions from incumbent to incoming vendors.
  • Assist with maintaining the existing Purchase Request (PR) File Management system, the Acquisition Planning Forecasting System (APFS), associated data reports, and copies of all executed contractual actions for the program office.
  • Process PRISM PRs, track PRs from inception to award, and assist procurement leads in determining when follow-on actions are required in the PRISM system.
  • Prepare and maintain reports and dashboards relaying the status of PR actions to senior management on a weekly basis.
  • Prepare and maintain a database for all awarded contracts to include all changes to these contracts such as cost and no cost modifications, period of performance changes, COR changes, etc.
  • Assist with processing contract closeout packages and tracking all contract closeout activities
  • Respond to UDO taskers and providing UDO analysis and maintaining UDO status report.
  • Assist business operations, Branch Managers, and CORs with the closeout of expired contracts, task, purchase orders, and Interagency Agreements within the division.
  • Support the closeout production assistance, and the gathering and verifying of information/documentation relevant to contract and UDO closeouts.

Qualifications

  • Ability to pass Department of Homeland Security background investigation and be eligible for EOD suitability.
  • Bachelor’s degree from an accredited university.
  • At least four years of relevant experience acquisition and procurement administration experience.
  • Demonstrated knowledge of USG contracting rules and regulations, preferably with DHS.
  • Functional command of Microsoft Word and Excel.
  • Detail-oriented, flexible, and sound professional.
  • Excellent verbal and written communications skills.
  • Ability to take responsibility for multiple tasks/projects and deadlines simultaneously.

Preferred Qualifications

  • Demonstrated experience providing lifecycle contractor support and services to DHS.
  • Experience in DHS acquisition and procurement administration, including procurement request execution and administration, and contract and undelivered order closeouts.
  • Familiarity with the DHS FFMS and PRISM systems.
  • Experience with event planning and execution.
