We’re seeking a Technical Business Analyst to support a major digital transformation initiative with a New Mexico state agency. This role is central to bridging legacy systems and future-ready solutions—offering a meaningful opportunity to shape how government services are delivered for years to come.
Responsibilities
- Collaborate with project managers and sponsors to define scope, vision, and priorities
- Identify stakeholders and user groups, capturing detailed business and technical requirements
- Lead workshops, interviews, surveys, and site visits to gather insights and user needs
- Analyze and document functional and non-functional requirements using industry-standard templates
- Translate user input into clear requirements and development-ready specs
- Create process models, use cases, flow diagrams, and system mockups
- Support vendor/product selection, evaluation, and QA efforts
- Define and coordinate User Acceptance Testing (UAT)—develop test plans, support users during testing, and ensure feedback is documented and acted upon
- Maintain all BA documentation: business requirements, system specs, communication plans, user guides, training materials
- Track and manage requirement changes throughout the project lifecycle
- Collaborate with data engineers and PMs on architecture planning and backlog management
- Assist with light scripting or querying for mock data and data validation
Qualifications
- Demonstrated experience applying IIBA BABOK or equivalent BA frameworks
- Strong background in business analysis for IT modernization or government transformation projects
- Hands-on experience planning and executing User Acceptance Testing (UAT)
- Expertise in requirement elicitation, analysis, and documentation
- Ability to manage competing priorities and communicate clearly with both business and technical teams
- Familiarity with tools like JIRA, Confluence, Visio, or equivalent
Nice to Haves
- Experience working with state or federal agencies, particularly in New Mexico
- Understanding of Department of Information Technology (DoIT) standards and governance
- Light coding/scripting experience to mock or validate data systems (SQL, Python, etc.)
- Previous work supporting enterprise application transitions or procurement efforts
- Experience developing UI/UX prototypes
