Job Summary:

We are seeking an experienced Preconstruction Manager to lead all aspects of the preconstruction and early project development process. This position is critical to setting projects up for success, combining cost management, scheduling, design coordination, and entitlement support to bridge the gap between development and construction.

Key Responsibilities:

Pre-Development Planning:

  • Partner with the development team to evaluate site feasibility, program concepts, and pro forma assumptions
  • Conduct early-stage budgeting and order-of-magnitude pricing for conceptual designs and site plans
  • Provide construction input on entitlements, zoning, utility access, site constraints, and jurisdictional considerations
  • Assist with entitlement timelines, site permit strategies, and coordination with consultants and municipalities
  • Evaluate constructability, site logistics, and phasing strategies during acquisition and due diligence


Preconstruction Management:

  • Lead the preconstruction process from concept through final GMP or contract value
  • Review plans, specs, and design iterations for cost, constructability, and schedule implications
  • Develop and maintain detailed cost estimates at each design phase (conceptual, schematic, DD, CD)
  • Perform quantity takeoffs and support the development of cost-loaded schedules
  • Manage the subcontractor bidding process, including scope development, bid leveling, and award recommendations
  • Facilitate value engineering exercises and scope refinement in coordination with design and development teams
  • Support early procurement planning for long-lead items and critical materials
  • Drive internal handoff meetings and deliver a complete turnover package to the project management team


Collaboration & Communication:

  • Serve as a key liaison between development, design consultants, construction operations, and ownership
  • Clearly communicate budget, schedule, and risk considerations in internal and external meetings
  • Maintain preconstruction documentation, meeting records, and cost logs in coordination with internal systems
  • Collaborate with finance and accounting teams to ensure cost alignment with development models and LIHTC regulations


Qualifications:

  • Bachelor’s degree in Construction Management, Architecture, Engineering, or a related field preferred
  • 5+ years of experience in preconstruction, estimating, or project management in the multifamily or mixed-use sector
  • Experience supporting early-stage site and building feasibility planning, particularly for LIHTC and market-rate developments
  • Deep knowledge of construction methods, site development, and jurisdictional permitting processes
  • Familiarity with affordable housing programs, including LIHTC eligible basis, Davis-Bacon, and compliance considerations
  • Proficiency in estimating and project management platforms such as Sage Estimating, Bluebeam, Procore, and Excel
  • Strong communication, organization, and leadership skills
