The purpose of this Role is to select one (1) experienced Data Project Manager with detailed knowledge and experience of managing data conversion, data quality assessments, data governance, Business Intelligence/Data Warehouse implementation, and systems implementation/integration projects (including custom built/in-house solutions, commercial off-the-shelf (COTS), and anything as a service (XaaS) products to work on various Technology Services projects, including those that support Client initiatives to adopt cloud service models and solutions.
MINIMUM TECHNICAL QUALIFICATIONS
- Within the last ten (10) years, must have a minimum of three (3) years of full time equivalent (FTE) experience in understanding end-to-end product development cycles developing products; UX conducting market research; generating product requirements; determining product road maps and specifications, production timetables, and time- integrated plans for product introduction; developing service to market strategies and managing client service relations.
- Must possess a bachelor s degree. Successful completion of a bootcamp in a related field plus an additional year of experience may be substituted for the degree requirement. A copy of the degree must be provided upon request.
- Within the last ten (10) years, must have a minimum of nine (9) years of FTE experience in developing products; conducting market research; strategies scaling products and performing portfolio product management. At least three (3) years of that experience must have been in a lead capacity.
- Within the last five (5) years, must have a minimum of three (3) years of FTE experience in the developing use cases, scenarios, and workflow analyses to help create and validate business requirements.
- Within the last ten (10) years, must provide at least two (2) references from previous engagements of similar size, scope, and type of service.
Desirable Qualifications - Product Manager
- Experience as a Project Manager working within state and local government.
- Experience with implementation of commercial off-the-shelf (COTS) or modified off-the-shelf (MOTS) products, with preference for Software as a Service (SaaS) applications.
- Experience with the implementation of Business Intelligence and Data Warehouse capabilities.
- Experience with installation and expansion of network infrastructure (cabling, peripherals, audio/visual equipment).
- Experience in the creation of communication and Organizational Change Management plans and the development and delivery of communication messages to varied stakeholder groups.
- Experience with Agile delivery in enterprise-wide initiatives.
- Proficiency and experience utilizing Project Portfolio Management (PPM) and Project Management related tools (e.g., Clarity, Jama, Microfocus Application Lifecycle Management) and techniques to ensure the project is completed on time, within budget, and meets customer needs.
- Experience as a Business Analyst, gathering and documenting requirements; developing business cases, use cases or user stories; acting as a liaison between technology teams and business areas; and developing other business analysis artifacts.
- Experience mentoring project team members, project leads or less-experienced project managers.
- Project Management Professional (PMP) certificate or an equivalent project management certificate. Client reserves the right to request a copy of the certification.
- Scaled Agile Framework (SAFe) certificate or an equivalent enterprise agile certificate. Client reserves the right to request a copy of the certification.
