JOB DESCRIPTION
Description of Project
The Minnesota Department of Information Technology Services (MNIT) partnering with the Department of Labor and Industry (DLI) is seeking a vendor to assist with the retirement of DLI's Informix's enterprise application and database which has reached end of life and support. The Informix database retains essential data and records for multiple divisions at DLI including Construction Codes, Labor Standards , Combative Sports , Workforce Dev Programs , OSHA , General Support , Apprenticeship , Workers' Compensation . It is the current system for Labor Standards Prevailing Wage and houses the active SWIFT interface code. New systems have been implemented within the various divisions to replace this enterprise system and DLI is ready to plan for the decommission of the outdated application. The old system was built in such a way that various divisions' data is mixed within tables and is not easy to isolate, thus tables and records were left when the new systems were implemented. DLI is now in need of a project to assess what data remains in Informix, organize the data by division, align the data back to the division's record retention schedule to determine if we can purge it or need to save it, and then identify a new application for storing what data we must keep for retention purposes.
At a high level, the vendor will analyze the data within the current Informix system and then present options for a modernized database and storage solution for the various divisions at DLI. This work will be performed in phases, with inclusion of Phases 2 and 3 at the State's discretion. The work is expected to be done remotely.
Resource Need
This request is for a vendor to provide services on a deliverables basis.
Mode of Interview
The State will conduct interviews for this solicitation. Interviews will be conducted via MS Teams with a short list of responders. The State expects the vendor's Account Representative, Proposed Project Lead, and Proposed Technical Lead to attend the interview. The State reserves the right to remove a responder from consideration if the responder is unavailable for interview as requested by the State.

Phase 1 Sample Tasks
- Analysis of current Informix system and data: Provide detailed workplan for Phase 1. Document processes relating to data use by each program. Assist business in the analysis of retention schedules against the data. Categorize data to either purge or migrate. Delete data once business decision has been made. Divisions that currently store data in Informix include:
- Construction Codes
- Labor Standards
- Combative Sports
- Workforce Dev Programs
- OSHA
- General Support
- Apprenticeship
- Workers' Compensation
- Document business and high-level system design requirements for a new system: Conduct business analysis sessions with all the work units to determine the business requirements and needs for a new data storage system. Establish a method of prioritizing the requirements (e.g. High, Medium, Low) to be used in reviewing technology options. Review the technology considerations to determine a high-level analysis of system requirements. Identify migration and conversion considerations, including an analysis of how images, paper documents and data will be migrated to a new system with little or no interruption in service. Consider the basement files that need to be scanned into this new system ensuring they can be accessed and are aligned with the Campus taxonomy of files. Identify considerations for determining the scope of functions that should be included in a new system. Conduct business stakeholder sessions to validate and refine the information. Summarize the information and distribute to the participants for feedback and updating. Conduct a review session with the Project Steering Committee for feedback and discussion of options.
- Document Technology Options: Conduct a thorough review of technology options including (but not necessarily limited to)
- Review of tools that may be available to migrate the existing data (i.e. from application and database) to a modern and scalable technology base to meet the needs and requirements of stakeholders
- Review of other document storage and database systems used by other divisions within DLI and other agencies in the State of Minnesota that could be adapted and configured to meet the needs and requirements of MN stakeholders
- Summarize and document the options for consideration, including:
- advantages and disadvantages of each option;
- an estimated percentage of requirements that will be met with each option, using the prioritization methodology established in Step 2 (e.g. % High, % Medium, % Low);
- a high-level cost estimate of each option that includes initial purchase, implementation services and ongoing yearly costs;
- timeframes for the implementation of each option;
- Review options with the Project team for input and feedback.
- Prepare Final Report: Present initial findings for consideration and feedback. Using stakeholder and project team feedback, prepare final report providing the following:
- An analysis of current business processes related to data use, including recommendations for future changes.
- An analysis of the business requirements for data storage and retention.
- A high-level analysis of system requirements, including migration and conversion requirements.
- An analysis of technology options.
- An overall cost estimate and timeframe for purchase, implementation and ongoing costs;
- Recommendations for the next steps of the project

- System Configuration & Development: Set up the selected system and configure it to meet division needs. Implement security and access control settings. Integrate the system with existing IT infrastructure.
- Data Migration & Testing: Develop a data migration plan from Informix to the new system. Conduct test migrations to validate data accuracy. Perform full-scale data transfer and verification.
- User Training: Develop training materials and conduct training sessions. Train end-users on system functionality and best practices. Provide ongoing support during the transition period.
- Deployment and Support: Provide ongoing support during the transition period. Implement the new system with minimal downtime. Monitor system performance and troubleshoot issues. Provide post-implementation support.
Phase 3 Sample Tasks
- Data Deletion from Informix: Verify remaining data for deletion. Execute secure data deletion process. Confirm and document successful data removal.
- System Decommissioning Implementation: Develop a detailed decommissioning plan. Migrate any necessary data or dependencies. Disable system access and retire infrastructure. Conduct final validation and documentation.
- Archival File Scanning & Integration: Inventory and categorize archived paper files. Execute scanning and digitization process. Ensure proper indexing and alignment with the new system's taxonomy. Validate accessibility and data integrity.
