Position Summary

This is a responsible and technical position that involves the interpretation and application of housing standards and program guidelines. The role requires a high degree of sound judgment, attention to detail, and the ability to make consistent, well-informed decisions.

The position reports dually to the Housing Choice Voucher Director and the Director of Facilities Management and Asset Preservation, highlighting its integral role across multiple departments. It plays a vital part in ensuring the safety, habitability, and compliance of housing units across all assisted housing programs—directly supporting the mission of the Decatur Housing to provide safe, quality, and affordable housing for the community.

Primary Responsibilities

  • Conduct Housing Quality Standards (HQS) inspections for units under the Housing Choice Voucher Program, and other Affordable Housing initiatives.
  • Perform inspections on both Decatur Housing -owned units and third-party owned properties participating in the Housing Choice Voucher Program to ensure compliance with federal, state, and local regulations.
  • Evaluate housing units for occupancy readiness, safety, sanitation, and maintenance standards, ensuring all requirements are met prior to and during tenancy.
  • Document findings, generate inspection reports, and follow up on deficiencies to ensure timely corrections and ongoing compliance.
  • Collaborate with property owners, residents, and program staff to communicate inspection outcomes and support resolution of identified issues.

  • Conducts inspections of new units for Section 8 HQS compliance prior to HAP contract execution.
  • Performs annual inspections for NSPIRE compliance on recertified, affordable housing, and other units.
  • Ensures compliance with occupancy and maintenance standards, including timely follow-ups.
  • Accurately interprets housing inspection criteria and applicable standards.
  • Completes inspection reports and documentation using paper or digital systems.
  • Coordinates inspection scheduling with landlords and residents.
  • Maintains and troubleshoots computerized inspection systems.
  • Assists with REAC/NSPIRE inspection preparation.
  • Supports upkeep and maintenance of assigned properties, including general cleanup.
  • Helps inspect and maintain fire safety systems and equipment.
  • Aids in maintenance of irrigation and access systems.
  • Supports specialized assignments from supervisors as needed.
  • Maintains digital records and ensures data accuracy across systems.
  • Conducts individual property rating evaluations.
  • Analyzes inspection outcomes and identifies issues requiring follow-up for program compliance.
  • Maintains consistent attendance and punctuality.

Additional Responsibilities

  • Completes all inspection requirements in accordance with HUD regulations and internal DH standards.
  • Collaborates with internal staff to streamline and improve inspection procedures.
  • Responds promptly and professionally to inquiries from residents, landlords, and other stakeholders.
  • Monitors the condition of DH vehicle(s) assigned and ensures timely scheduling for routine maintenance.
  • Performs other related duties as assigned to support department and DH goals.
  • Supports other housing-related inspections and property reviews as needed across the DH residential portfolio.
  • Maintains detailed and accurate records in compliance with HUD guidelines and internal data protocols.
  • Assists in the development and refinement of inspection procedures and quality control measures to enhance program effectiveness and consistency.

Education And Experience

  • High school diploma required; additional vocational training or college coursework preferred.
  • Experience in HQS, NSPIRE, REAC and other HUD mandated inspection requirements, inspection protocols and housing subsidy programs
  • Minimum of 2 years of experience in construction, rehab, maintenance, or inspections.
  • An equivalent combination of education and experience will be considered.

This position is required to work in less-than-ideal conditions, including noise, high-traffic areas, rough terrain, warm and cold conditions, and undeveloped areas. This position also requires the ability to climb stairs/ladders. The incumbent must have the ability to access all portions of a housing structure including the attic, basement, or crawl space and must be able to work/inspect in wet, damp, hot, cold, or dusty places.

Special Requirements

  • Must be bondable.
  • Possession of a valid State of Georgia Driver’s License.
  • Must be insurable by the Authority’s fleet insurance carrier
