Central Lincoln PUD is seeking a Business Analyst (Operations) to join our team. If you are tech savvy, a proven problem solver and have a passion for helping others to be successful, we want to hear from you. This is a business analyst not a data analyst position, making regular collaborations with team members and throughout the organization will be critical to being successful. Our ideal candidate would have experience with the suite of products provided by National Information Systems Cooperative (NISC) and ESRI (GIS), be well versed in process, project and change management, and documentation with an understanding of the operational business needs of an Electric Utility. Improve use of technology and dataflows for the organization using skills of requirement gathering, analysis, testing, communication, documentation, training and user support. This includes enhancing existing operations and implementing new solutions to the organization.

Monitor product enhancements making recommendations concern and value of specific changes. Bridge the gap between functional users and technical staff to lead towards optimized usage of products. Provide strategic, analytical and technical support for business and technology solution planning.

Use traditional Business Analyst skills to assist in advancing technical solutions use in business processes and improving data/information flow to streamline operations.

  • Conduct detailed business analysis, outlining problems, opportunities, and solutions
  • Identify business requirements with process mapping and functional specifications
  • Perform change management with appropriate communication and training
  • Develop project plans and monitor project progress
  • Prepare documentation and deliver presentations to stakeholders

Complete special projects and other duties as assigned to meet team, department and Central Lincoln goals while actively demonstrating accountability and responsibility for achieving desired outcomes and measurable results.

Knowledge of:

  • Enterprise business applications, supporting business improvement processes and task assignments.
  • Working knowledge of how business requirements are elicited, analyzed and documented.
  • Working knowledge of business and technical requirements analysis, business process modeling/mapping, methodology development, and data modeling.
  • Working knowledge of relational database concepts.
  • Maintains current and emerging enterprise application knowledge and new technology developments.
  • Familiarity with project management principles

Minimum Education Level
Bachelor's Degree
Specifics: Computer Science, Management Information System, Business Administration or related field.

Minimum Experience Level
Three years
Specifics: Related work experience. Previous experience in an electric utility preferred.

Substitution Note: A combination of an Associate s Degree and three years directly related experience maybe acceptable in lieu of bachelor s degree. Any combination of education, experience and training which demonstrates the ability to perform the required job functions may be qualifying. Certifications

Oregon Driver's License required
Specifics: This position requires the ability to drive either a personal or company owned vehicle to conduct business for Central Lincoln.

Job Conditions: Typical Office Environment: The work in this position is primarily conducted in a temperature-controlled office environment. Office spaces include traditional office lighting (including fluorescent lighting), as well as shared office spaces and facilities that result in consistent and frequent noise (often louder than ambient noise), conversations among employees and clients, interruptions and other similar distractions.
Work Location: Central Lincoln-Newport
Travel: Travel occasionally via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon.
