Project Manager II

The Texas Health and Human Services Commission (HHSC) seeks qualified candidates to fill the position of Project Manager II within the Access and Eligibility Services (AES) Results Management team within the Project Management Office (PMO). A department of the HHSC Medical and Social Services division, AES is driven by its vision to connect Texans to services and supports that reduce institutionalization, allow individuals to remain in their communities, and promote economic and personal self-sufficiency. PMO Results Management provides project management and support to strategic and operational projects of all sizes and complexity to ensure their successful planning and implementation.

The PMO Project Manager II (PM-II) ensures small to large-sized projects adhere to the division’s standards and best practices for project planning and delivery. The PM-II is accountable for supporting the team to complete projects on time, within scope, and within budget by following generally accepted project management methodologies and principles. Performs other duties as assigned. Works under direct supervision of the Results Manager with moderate latitude for use of initiative and independent judgment.

Essential Job Functions

Serves as a project manager to facilitate the planning, scheduling and coordination of project team activities by following standard project management methodologies. Coordinates with stakeholders and Program business partners to ensure all initiatives are prioritized and delivered. Develops project management plans and provides process & project delivery guidance; performs impact analyses of identified issues and risks, then helps to develop mitigation strategies; tracks progress and prepares dashboards and other reports; provides updates to management and peers on the status of projects; ensures the successful completion of assigned projects. (40%)

Assists in the update of project management processes, tools, methodologies, templates and process improvements. (20%)

Researches, organizes, analyzes, and may prepare documents and website content for management review; prepares and/or assists in preparation of administrative reports and maintains project records. (20%)

Leads and/or participates in various workgroups; prepares and may present project related information to management, customers, associates, and state officials; identifies and resolves problems. (10%)

Escalates issues, as appropriate, to management for resolution. (5%)

Performs other duties as assigned. (5%)

Knowledge Skills Abilities

Knowledge of project management practices, tools, and techniques. Knowledge of computer equipment and software, including the use of Microsoft Office programs which includes project planning, word processing, spreadsheet, database, and presentation software programs. Knowledge of program or information systems development methodology. Skill in business and systems analysis. Skill in problem-solving, conflict resolution and negotiation. Skill in working collaboratively and cooperatively with colleagues. Skill in writing analyses, documentation, proposals, plans, policies, procedures, standards and reports. Skill to plan and adhere to strict deadlines. Ability to coordinate and assist in leading and facilitating project teams and other meetings. Ability to work independently and deliver results in an environment of broad, consultative management. Ability to plan, organize schedule, assign, and monitor completion of projects. Ability to manage multiple, overlapping projects/activities. Ability to coordinator with other staff, departments, officials, agencies, organizations, and the public. Ability to present information to a variety of audiences, verbally and in writing and to communicate clearly. Ability to work in a flexible environment.

Registration Or Licensure Requirements

Project Management Professional (PMP) certification preferred. PMP training may be considered. Working knowledge of Agile principles and practices, specifically aspects of Agile Scrum Methodology preferred.

Initial Selection Criteria

Experience managing projects complying with federal and state laws and regulations pertaining to eligibility programs is highly preferred.

Graduation from an accredited four-year college or university with major course work in business or public administration, management, or similar field is preferred.

Relevant work experience may be substituted for education on a year by year basis.

Demonstrated experience and backgroup of project management methodologies.

Experience with computer software applications and equipment, including the use of Microsoft suite and other office productivity tools.
