Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as non-safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.

Essential Functions:
- Oversee the procurement process.
- Supervise the preparation of invitations for bid and requests for proposal for materials, equipment, and services to be purchased.
- Advertises, receive, analyze, and recommend awards on bids and proposals for all District purchases as needed.
- Create, manage, and maintain contract files.
- Adhere to critical deadlines.
- Ensure contracts on bids and contract options are extended in a timely manner.
- Build and maintain productive working relationships with suppliers.
- Maintain files of all available materials, equipment, sources, prices, and accurate documentation of all purchases.
- Develop, advocate, and implement sourcing and negotiation strategies for key spending areas to achieve short and long- term savings targets.
- Maintain all purchasing related records and required reports.
- Develop, maintain, monitor, and report on Division operation plan, performance, and approved levels of processes.
- Perform related work as required or as delegated by supervisor.
Qualifications
Minimum Qualifications
- Bachelor’s degree in business administration, public administration, finance, or related field, from an accredited college or university
- Six years of progressive responsibility in purchasing experience supplemented by
- Four years of administrative or supervisory experience.
- Certified Purchasing Manager (CPM) designation through Institute for Supply Management (ISM) preferred but not required.
- Considerable knowledge of the principles, methods, and procedures of purchasing materials and equipment for a large organization with multiple locations.
- Knowledge of standards pertaining to governmental purchasing practices.
- Familiarity of supplier diversity initiatives.
- Knowledge of automated purchasing and inventory systems.
- Considerable skill in creating and maintaining contracts to protect the needs of the district while maintaining an environment of open bidding.
- Considerable skill in analyzing and interpreting financial data to meet purchasing goals, objectives and needs of the District.
- Considerable skill in forming and maintaining effective working relationships with suppliers and District employees with a focus on customer service.
- Excellent spreadsheet, word processing and database management skills including Microsoft Office programs.
- Extensive skills in communicating effectively both in oral and written form.
- All-embracing skills of supervising the work of others.
- Knowledgeable in maintaining records and preparing reports.
