About the Job:

The Ground Transportation Department is looking for a proactive and self-motivated Project Analyst with proven technical and analytical skills. The ideal candidate implements expertise to advance new systems and explore innovative applications of existing technology. Key responsibilities include implementing strategic solutions, leveraging and optimizing technology, and supporting projects through effective analysis and problem-solving.

What You'll Do:

  • Advances electronic systems projects to support the achievement of the work unit's business goals; develops and maintains new systems or existing systems for parking, permitting, billing, and other electronic methods to accomplish operational outcomes
  • Collaborates with management, users, and other stakeholders to specify inputs and formats outputs to meet business and users' needs; develops specifications, diagrams, and flowcharts for users to follow
  • Translates requirements and data needs, automates business requirements; coordinates tests, implements and validates systems performance; identifies opportunities for using technological methods to improve processes, optimize information flow, and improve productivity
  • Coordinates and interfaces with stakeholders, consultants, and the public; interprets and presents project information; broadens awareness and visibility of projects and priorities across stakeholder audiences.
  • Contributes input for the development of processes/improvements, internal controls, studies, technical and financial analysis; ensures compliance with mandates, laws, regulations, codes, and procedures.
  • Completes research and compiles reports, trends, documents, and plans; completes contracting processes and documentation activities; provides input and justification for program and activities; mitigates risks; forecasts, translates, and tracks data, projects, budget cycle formulation, and contractual obligations.
  • Serves as programmatic expert project and program objectives and mandates; generates and delivers program presentations, develops learning objectives; integrates operational practices and monitors efficiency; supports and refines process and operational designing/redesigning strategies; develops performance and measurement metrics; performs other duties as assigned.

Proven effective written and verbal communication and ability to operate with individuals at all levels within the organization across departmental boundaries
  • Document Management - Has excellent process documentation skills and advanced proficiency with:

I. MS Office products - Excel, Word, Access, PowerPoint, etc.

II. DocuSign, Adobe sign, Intellidox, etc.

III. Data extraction, analysis, and visualization software - Tableau, Power BI, Google Charts, SQL, etc.

IV. Project Management Software - Click Up, Asana, Wrike, Smartsheet, etc.

V. Customer Relationship Management (CRM) software - Salesforce, Adobe, Oracle, HubSpot, etc.

  • Project Management - Maintains and manages documentation, risk identification and escalation, systems implementation, data analysis, metric and KPI development, and report presentation skills. Accurately assesses project scope, budget, and timeline by determining required process steps and resources needed to achieve defined outcomes and objectives; monitors and verifies task completion and resolves coordination issues to assure efficient, timely completion
  • Relationship & Interpersonal Skills - Cultivates interpersonal rapport and trust, both up and down, by exhibiting consistency and reliability; demonstrates awareness of others' needs, listens for issues or conflicts, and finds relevant and meaningful solutions. Promotes an inclusive and respectful environment
  • Leveraging Technology - Effectively uses and generates information electronically, integrates technology solutions and systems. Has proficiency with Commercial parking software - Skidata, DSX, Chauntry, Automated License Plate Recognition (ALPR), and Commercial Vehicle Management System (CVMS) software and enforcement/citation software - Gatekeeper, Duncan Solutions, CivicSmart


Requirements

The Experience You Need to Have**:

  • Bachelor degree in business, information technology, project, business aviation, transportation management, or a closely related field
  • Two years of progressively responsible experience in an organization focused on program management or project management
  • Or an equivalent combination of education, training, and experience


Preferred Education, Certification, and Licenses:

  • Master's degree in business administration, information technology, business aviation, transportation management, or a closely related field.
  • Project Management Professional (PMP) Certification
  • Training in the following: Skidata, DSX, Chauntry, ALPR, CVMS, Gatekeeper, Ducan Solutions, CivicSmart, Click Up, Asana, Wrike, Salesforce, and HubSpot
  • Certifications in the following:

MS 365, Adobe, and Oracle Certification.
