This position is located at the Department of Administration State Office Building, 101 East Wilson Street, Madison, WI. This position currently has the flexibility to work remotely. Additional time in the office may be required depending on training and operational needs. Remote work flexibility will be discussed in more detail during the interview process.

Position Summary

This position will provide expert-level consulting and project management on improvement efforts across DOA and other state agencies. This position will maintain the centralized improvement database. It will also provide support, guidance, and facilitation of the CI program's training and development activities, including establishing strategies, processes, and policies to execute the goals of the program.

The overall management of this position includes tracking and monitoring the development, maintenance, and implementation of department and division continuous improvement, as well as providing support, guidance, and consulting services to increase successful implementation of improvement initiatives. The position will function with a high degree of independence and decision-making, ensuring transparency in reporting improvement outcomes to leadership teams. Additionally, this position will develop and update policies and standards, methodology, plan formats, exercise plans, and evaluation criteria. Further, this position will establish, manage, and provide analysis for the use of performance measures to monitor progress and evaluate plans and exercises as well as make decisions.

Salary Information

Starting hourly rate for the Program and Policy Analyst - Advanced position (schedule/range 07-03) will be $34.00 per hour - $40.00 per hour ($70,720 - $83,200 annually) depending on qualifications and experience. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. A 12-month probationary period is required.

Job Details

Qualifications

Minimally qualified applicants will have experience with each of the following:
  • Applying continuous improvement principles and methods (e.g., Lean, DMAIC, PDSA, or other improvement steps) in a consulting or project management role.
  • Developing or supporting improvement projects across multiple teams or divisions, involving project management, staff coordination, and monitoring results.
  • Providing guidance on performance measures or data analysis to monitor progress and evaluate continuous improvement initiatives.

In addition, well-qualified applicants will have experience with one or more of the following:
  • Leading large-scale, cross-agency improvement initiatives in the public sector or similar complex environments.
  • Developing and managing a central improvement database, including data standardization and visualization for tracking performance measures
  • Providing expert-level consulting to leadership and project teams on continuous improvement initiatives, guiding improvement strategies, performance measures, and data-driven decision-making.
