Job Purpose:

The Business Relationships Director will report directly to the Chief Information Officer (CIO) and will work with the Florida Department of Corrections (Department) Office of Information and Technology's (OIT) Program Management Office (PMO) regarding all program documentation and communications, ensuring all communications with stakeholders are managed in a consistent and effective manner.

A bachelor s or master s degree from an accredited college or university in Computer Science, Information Systems, or other related field, or four (4) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.

Required Qualifications

Project Management Professional (PMP ) Certification.

Extensive knowledge and expertise in project management, program management, and portfolio management methodologies and tools.

Demonstrated ability to manage master project schedules combining resource-loaded and leveled project plans.

10 or more years developing and maintaining detailed project plans based on work breakdown structures.

10 or more years of experience with PMO methodologies and documentation.

10 or more years with executive-level meeting facilitation and documentation.

Five (5) or more years of senior-level management experience with overall responsibility for enterprise-wide project/program management practices.

Five (5) or more years creating and presenting internal and external status reports, including reports for the Governor s office, cabinet, legislature, or other executive-level government entities.

Five (5) or more years using Microsoft Project to track and maintain projects.

Five (5) or more years with risk and issue management.

Five (5) or more years of demonstrated experience leading and negotiating large software contracts.

Five (5) or more years managing successful, large-scale enterprise-wide projects that include multiple diverse teams.

Demonstrated experience managing large-scale software development projects with development costs in excess of $10 million.

Demonstrated experience managing projects in excess of $10 million using Earned Value Management.

Demonstrated experience completing large-scale software development project deliverables within scope, schedule, costs, and quality constraints.

Ability to work cooperatively and successfully with public and private sector clients and their stakeholders.

Ability to coordinate numerous project teams and effectively manage outcomes to meet overall programmatic objectives.

Ability to effectively communicate at an executive level and collaborate with all stakeholders.

Preferred Qualifications

Demonstrated experience managing legacy modernization projects greater than $10 million.

Experience with Organizational Change Management for projects of similar scope and size.

Demonstrated management experience for large-scale software development projects in a criminal justice environment.

Demonstrated management experience of successful large-scale mainframe modernization projects.

Experience managing large software development projects for state or federal government.

Experience managing Category 1 or 2 projects in compliance with Rule 60GG-1, F.A.C.

Experience managing private sector vendors for IT contracts exceeding $20 million.

Experience managing technical software development teams.

Demonstrated take charge, can-do attitude exercised in concert with key leadership qualities.

Experience with mainframe systems, including offender management systems.

Knowledge of IT standards in a criminal justice environment.

Primary Job Duties and Tasks

Develop and manage master project schedules using resource-loaded and leveled project plans.

Maintain project metrics in accordance with established standards.

Serve as a liaison with all stakeholders.

Provide hands-on leadership for complex projects.

Provide program status reports to internal and external stakeholders and executive leadership.

Maintain legislatively required documentation, including the Operational Work Plan (OWP) and Schedule IV-B and respond to legislative inquiries.

Develop responses to legislative inquiries as needed.

Attend and present at legislative committee and staff briefings, as required.

Create and manage project spend plans and resources for associated projects.

Maintain all project artifacts in accordance with PMO standards and other documentation as necessary to ensure compliance with Rule 60GG-1, Florida Administrative Code (F.A.C.) and Department Governance procedures. Program/project artifacts include the Master Project Schedule, Program Management Plan, Risk Assumptions Issues and Dependencies (RAID) Log, Responsible, Accountable, Consulted, Informed (RACI) matrix, and other standard project management deliverables.

Lead or assist in business requirement gathering sessions for Joint Application Development (JAD).

Work closely with project managers, program areas, and the System Integration team to document updated business requirements and business process improvements and workflows. This includes As-Is, To-Be, and other required business analysis documentation.

Follow a standard set of practices that ensures the integrity and quality of program deliverables and artifacts.

Ensure all projects meet program objectives and are delivered on time, within budget, and to an acceptable quality level.

Partner with IT and business leadership and other key stakeholders to define opportunities and identify and prioritize tasks based on predefined criteria (return on investment, productivity, compliance).

Build and manage the program and project teams, including project managers.

Manage all System Integrator and vendor relationships.

Coordinate program tasks.

Review vendor deliverables.

Manage all risks, resources, and change requests.

Ensure any issues are escalated as appropriate.

Manage expectations of diverse stakeholders and provide regular briefings to executive leadership.

Work independently as part of a larger cross-functional team.
