Position Summary

As a member of the Human Resources team, the HR Payroll Manager is responsible for directing and planning the day-to-day operations of the administration of Reconstructive NYFA's benefits and 401k programs, payroll processing, leave of absence administration, and ongoing maintenance of the HR & Payroll systems. Superior multi-tasking and attention to detail skills are a must. Professional judgment and confidentiality must always be displayed, as much of the work will need to remain private and confidential.

Job Description

  • Receive and Review Payroll Records: Ensure compliance with NYFA's policies, procedures, and regulations by reviewing bi-weekly payroll records. Enter payroll data into the system, including overtime hours, 1099s, and worker's compensation claims. Prepare, balance, and correct payroll reports.
  • Resolve Payroll Discrepancies: Collect and analyze relevant information to resolve payroll discrepancies.
  • Maintain Payroll Operations: Track 1099s during biweekly pay periods and ensure timely pay practices aligned with state and federal laws.
  • Primary Point of Contact: Address payroll, benefits, and leave of absence questions within your region. Resolve straightforward benefit and payroll discrepancies.
  • Manage Time Correction Inbox: Serve as the liaison between employees, hiring managers, and third-party vendors by managing the daily time correction inbox.
  • Protect Confidential Information: Maintain and protect the confidentiality of employee information and documents.
  • Process Contracts and Timecards: Handle semester contracts and complete timecard imports.
  • Investigate Employee Complaints: Research NYFA payroll documents and follow up with banking institutions to investigate employee complaints concerning direct deposit accounts.
  • Other Duties: Perform any other duties as directed by the supervisor.


Knowledge And Competencies

  • Established proficiency with an HRIS (Paycom experience is a plus), Google Suite, and Microsoft Office applications, including Excel. Must have experience, abilities, and skills to set up and maintain spreadsheets and troubleshoot.
  • Must be able to work in an environment in which constant deadlines exist.
  • Ability to problem-solve and reconcile accounts.
  • Ability to work independently as well as in a team setting.
  • Strong written and verbal communication skills.
  • Strong planning and organizational skills.


Experience, Education, And Certification

  • Bachelor's degree in business administration, Accounting, Human Resources, or a related field from an accredited institution Preferred.
  • Minimum of three+ years' experience related to accounting and payroll procedures.
  • Knowledge of Federal and State tax laws pertaining to the payroll function.
