All Native Synergies is seeking a Multi-Casualty Event Preparedness Consultant to support the Directorate of Operational Medicine located within the Bureau of Medical Services and the U.S. Department of State. The Multi-Casualty Event Preparedness Consultant is responsible for developing, resourcing, implementing, and evaluating medical training in support of MED’s Multi -Casualty Event Preparedness (MCEP) program for U.S. diplomatic posts whose primary mission is providing subject matter expertise in prehospital trauma management and incident management planning; including development of post casualty response plans and directing the preparedness of post personnel, in order to ensure that overseas diplomatic posts are prepared to survive casualty producing events. The position requires extensive overseas travel, often on short notice, to austere and non-permissive environments.

Essential Functions

  • The Multi-Casualty Event Preparedness Consultant position is responsible for the training and instruction, administration, and ongoing maintenance of Program Office business intelligence platform.
  • The incumbent plans, develops, and implements training plans that will support the post’s medical contingency plan and Emergency Action Plan. The training plan will involve online as well as in-person facilitated training that will include U.S. Direct Hire as well as locally employed staff.
  • The incumbent utilizes resources that will facilitate training across cultural and language barriers, routinely delivered overseas in austere locations in the non-traditional classroom setting.
  • The incumbent identifies gaps on medical preparedness and collaborates with the MCEP team lead to develop a plan to close gaps through training.
  • The incumbent analyzes existing training curricula and serves as a subject matter expert and advises the Branch Chief on updating curricula based on current practice.
  • The incumbent ensures the following areas and subjects are incorporated into learning activities; emergency medical technician basic (EMT), tactical combat casualty care (TC3) and its application, medical evacuation, CBRNE and limited primary care.
  • The incumbent liaises with appropriate post personnel and performs logistical and administrative duties in support of future trainings.
  • The incumbent supports Emergency Management Specialists and health unit staff in evaluating and developing the medical support plan.
  • The incumbent may travel extensively overseas and occasionally to CONUS locations, working directly with Foreign Service Medical Providers, host nation government officials, and private industry to assure plans are fact-based and well-integrated into the larger post and regional response plans.
  • While deployed overseas, the incumbent functions under Chief of Mission authority.
  • The incumbent should expect most deployments will be to overseas locations that are austere, at extremes of temperature and altitude, under conditions of political instability, and with limited or no host nation resources available for assistance.
  • The incumbent participates in professional development opportunities to learn the latest processes, procedures, and practices maintaining current knowledge in the subject matter areas and staying abreast of effective teaching and learning strategies.
  • Communicates with Department personnel, federal agency partners, military, international organizations, foreign governments, and private industry to coordinate and synchronize MED/OM programs/projects.

Competencies

  • Minimum Skills: Expert proficiency in Microsoft Office (Word, Excel, Power Point, Outlook, etc.) and competent business communication skills (written/oral) (may be asked to provide writing sample).
  • The incumbent possesses a mastery of a broad multifaceted approach to prehospital trauma response in austere locations; national certification in respective field (NREMT-P, combat medic, or equivalent.

Security Clearance

  • Minimum Security Clearance: Candidates must be able to obtain up to a Top-Secret security clearance.
