GAME Regional Center AM&E Analyst
Background:
The Regional Support Centers supported on the GAME contract needs AM&E Analyst support to provide non-personal services for the ongoing programs support services to the Defense Security Cooperation Agency's (DSCA) Assessment, Monitoring, and Evaluation (AM&E) program. The temporary absence of staff at the Regional Support Center in Anchorage, AK at the Ted Stevens Center for Arctic Security Studies and the Asia Pacific Center for Security Studies (APCSS) for INDOPACOM in Honolulu, HI requires a backfill to provide continuity of AM&E Analyst expertise.
SOW Objective:
Provide AM&E Analyst expertise at the DSCA Regional Support Centers from date of contract execution to December 13, 2024, remotely.
Scope of Work:
The consultant (AM&E Analyst) will on-board with the GAME Team at DSCA in Arlington, VA and be integrated into the GAME contract to provide AM&E Analyst expertise and non-personal services support. Specifically, the consultant will provide remote coverage/backfill primarily for the Ted Stevens Center for Arctic Security Studies. As determined by the GAME Program Manager, AM&E Analyst expertise will also be provided to the APCSS as needed provided the primary Regional Support Center in Anchorage, AK workload allows it and is not compromised.
Tasks & Responsibilities:
The consultant will support DSCA in in carrying out analyses that stay up to date with emerging AM&E techniques, tools, and approaches in specific subject matter.
- Provide day-to-day research, analysis, and program support services.
- Conduct field evaluations.
- Provide technical and strategic guidance on AM&E.
- Manage AM&E projects and tasks.
- Represent the GAME contract and team at the supporting Regional Center(s).
In addition, the consultant may be required to travel to the Regional Support Center in Anchorage, AK and/or the APCSS in Honolulu, HI to provide onsite research, evaluations, or briefings for specific AM&E projects and tasks.
Deliverables:
Deliverables will be in the form of developing and/or providing input to the monthly report, assessments, monitoring plans, collecting and measuring data, monitoring reports, and unit snap shots. Each deliverable will be reviewed using the Quality Control Plan for acceptance.
Reporting:
The consultant will report to the GAME Program Manager on a daily basis and provide a timecard and invoice monthly to the GAME PMU.
Required Experience and Qualifications:
The minimum qualifications for the consultant are as follows:
- A Master's degree
- A minimum of 3 years of AM&E experience, including analyzing and summarizing disparate information in a clear and concise manner, drafting data collection methodologies, creating organizational work plans based on higher-level goals, leading and coordinating multiple offices through multiple step processes without being a direct supervisor, and supporting staff with a variety of levels of knowledge and capabilities
- Oral and written communication skills to deal effectively with mid and high-level partner contacts, the host government, and local communities
- Ability to apply government agency regulations and procedures related to controlled unclassified information and foreign disclosure to daily work requirements
- Excellent computer skills, including word processing, spreadsheet programs and data base management
- 5 years of AM&E or capability-based-assessment (CBA) experience in one or more of the following subject matters: Counterterrorism operations; Counter-weapons of mass destruction operations; Counter-illicit drug trafficking operations and counter-transnational organized crime operations; Maritime and border security operations; Military intelligence operations and Operations or activities that contribute to an international coalition operation that is determined by the Secretary to be in the national interest of the United States; Air domain awareness operations; Cyberspace security and defensive cyberspace operations; Humanitarian assistance and demining; Small-scale construction associated with any of the above mission areas; Security Sector Governance (both across each of the above program areas as well as through distinct programs focused solely on Security-related institutions that span these broad program areas)
- 1 year of experience analyzing or working with a Regional Center or other DoD schoolhouse that instructs students up to the foreign General Officer level
- An Active DoD Secret clearance
