cFocus Software seeks a Program Manager to join our program supporting EPA in Washington, DC. This position has remote capabilities. This position requires active Public Trust clearance.

Qualifications:

  • Bachelor s degree in Computer Science, Information Technology, Business Administration, or a related field Master's degree preferred
  • Minimum of 10 years of experience in project management, preferably in IT or software development projects
  • At least 5 years of experience managing government IT projects
  • Minimum 3 years of experience with Agile and Kanban methodologies
  • At least 2 years of experience with federal IT regulations and compliance requirements
  • Experience in Project Management
  • Experience working with IT aspects of projects with a focus on applying RCRA statues, regulations and policies.
  • Experience with conference planning for large user conferences (more than 200 people).
  • Experience working with IT aspects of projects with a focus on applying RCRA statues, regulations and policies.
  • PMP Certification, ITIL certification preferred
  • Must be familiar with Federal RCRA Subtitle C Regulation (and its Amendments) and the Hazardous Waste Electronic Manifest Establishment Act of 2012.
Duties:
  • Provide comprehensive project management oversight for the contract
  • Ensure project success and implement rapid, effective corrective actions for issues
  • Communicate regularly with EPA Project Managers via various channels
  • Participate in project meetings and hold monthly status meetings with stakeholders
  • Prepare and submit monthly status reports and invoices
  • Track funding modifications and maintain history of all funding actions
  • Implement and manage Agile and Kanban methods for program tasks
  • Select and follow appropriate development methodologies for each project
  • Develop, update, and maintain Standard Operating Procedures
  • Enforce proper configuration management and version control
  • Ensure compliance with Agency 508, security, and IT regulations
  • Manage project team skills and staffing to meet project requirements
  • Prepare and revise project cost estimates as necessary
  • Ensure quality and timeliness of all deliverables
  • Establish acceptance criteria in collaboration with EPA
  • Implement automated testing processes with adequate coverage
  • Provide insights and innovative designs to add value to the program
  • Ensure adequate documentation throughout the software development life cycle
  • Identify, assess, and manage project risks
  • Develop and implement risk mitigation strategies
  • Build and maintain strong relationships with EPA Project Managers and stakeholders
  • Oversee work of contractor staff and sub-contractors
  • Manage project budgets, timelines, and resources effectively
