Introduction
The Food and Drug Administration (FDA or Agency) is the regulatory, scientific, public health and consumer protection agency responsible for ensuring all human and animal drugs, medical devices, cosmetics, foods, food additives, drugs and medicated feeds for food producing animals, tobacco and radiation emitting devices safe, and effective.

The mission of the Center for Devices and Radiological Health (CDRH or Center) is to protect and promote the public health by performing essential public health tasks by making sure that medical devices and radiological health products are safe for people in the United States. The Office of Strategic Partnerships and Technology Innovation (OST) provides leadership for all scientific collaborative and emerging technology related activities at CDRH. We represent CDRH with a broad and diverse array of national and international entities including other government agencies, Congress, industry, academia, consumer and patient organizations, and healthcare professional organizations, with mutual interests in medical devices and radiation-emitting products.

Duties/Responsibilities
The Data Scientist will play a pivotal role in leading, planning, executing, and delivering analytical projects, including, but not limited to, data exploration and preparation, and business intelligence analyses within the Center. The incumbent will collect and document data analysis requirements and will focus on data integration and reporting-intensive initiatives. This individual will build and maintain strong relationships with business partners of all levels across the Center, while supporting the analytic capabilities within the Center. The Data Scientist serves as a recognized authority on data analytics, data visualizations and creating custom tailored predictive models. They will oversee the design, development and implementation of new data analytic and data science systems and deliver high-quality analytic solutions. Additionally, the incumbent provides statistical analysis, predictive modeling, and customer analytics and will serve as an authority in all these topics across the Center. They will advise the Center at all levels of projects and resultants and ensure the reconciliation to organizational goals writ large.

This individual will lead projects and collaborate across all stakeholders to understand information needs and will be responsible for scoping and managing relevant data science and analytics projects. The Data Scientist will identify key performance indicators (KPI s) associated with each analysis and project which indicate success. Applies statistical analysis and visualization techniques to both structured and unstructured data as needed. Applies various advanced analytic techniques to perform classification and/or prediction tasks. The incumbent will integrate domain knowledge into all advanced analytics, business intelligence or statistical analyses. The incumbent analyzes and makes recommendations for improvements to leadership regarding the best solutions regarding these factors.

The Data Scientist will identify and aggregate data from internal and external sources to fortify analyses. This individual will lead and guide solution design to meet data and integration and business requirements and enhance business value. Coordinates with data owners to ensure data accessibility and quality and mitigate quality concerns of data through data manipulation methods.

The individual will have experience with distributed management and analytics in Oracle, cloud and hybrid environments and will be able to incorporate that knowledge into actionable
results. The incumbent will be able to execute upon multiple data access and analytics approaches. This individual is responsible for creating actionable and usable information from metamodels, taxonomies and ontologies into the data structures and analyses. Responsible for architecting, designing, and developing reporting dashboards using a variety of analytic tools, including Oracle Business Intelligence Enterprise Edition (OBIEE), SAS Viya and Tableau.

The Data Scientist will communicate and articulate underlying data science, business intelligence and analysis information to various audiences of all levels across the Center. They will be able to interpret information and derive insights from analytic and business intelligence resultants and translate them for larger audiences across the Center. The incumbent will demonstrate the ability to collaborate across the Center and engage with technical, business and data stakeholders and leaders. They will also provide subject matter expertise regarding any liabilities, risks or challenges and provide guidance and recommendations regarding mitigation strategies and compensating controls.

In order to qualify for this Title 21 Cures position, the candidate(s) must meet the following required qualifications. Please note: Additional education and experience listed that is not indicated as required is preferable and desired. Candidates who do not meet the desired criteria will not be excluded from consideration for this position.

Position s Education Requirements: A bachelor s degree or higher in mathematics, statistics, computer science, informatics, data science, engineering, operations research, bioinformatics, economics, public health, computational biology, physics, or related scientific or technical field. The degree must be from an accredited program or institution.

OR

Experience: Seven (7) year s comparable work in or demonstrated understanding in data science or a related field (through portfolios, certifications, etc.).

Position s Desired Skills:
Ability to lead, design, build, and deploy analytic solutions that utilize Business Intelligence, Analytics and Statistical methodologies.
Expert knowledge of analytic tools, such as Oracle Business Intelligence Enterprise Edition (OBIEE), Tableau, and/or Pyramid Analytics.
Expert knowledge of data analytic and science languages such as SQL, R, Python, and/or SAS.
Strong knowledge of Oracle databases.
Ability to translate data resultants into visual and graphical representations.
Ability to pre-process, analyze, and interpret both structured data.
Expert knowledge and experience in statistical and data visualization techniques.
Ability to collaborate within and across teams with varying levels of technical knowledge to support delivery and educate end users on analytic products.
Expert problem-solving skills, including debugging skills, allowing the determination of sources of issues in unfamiliar code or systems, and the ability to recognize and automate repetitive problems.
Strong business acumen and interpersonal skills; able to work across business lines at a senior level to influence and effect change to achieve common goals.
Ability and desire to regularly learn and adopt new technologies and methodologies into their work; must be self-driven, curious, and creative.
Strong written and verbal communication skills.
