Job Summary

This position is in the Department of Youth Rehabilitation Services (DYRS), Secure Programs Division. The mission of the Department of Youth Rehabilitation Services (DYRS) is to give court-involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety.

The incumbent serves as a Training Specialist responsible for assisting in the development and implementation of the Agency’s Secure Programs training curriculum, through a broad-range of assignments requiring the design and delivery of training and organizational interventions with emphasis on employee development in the areas of safety and security that directly, or indirectly, influence positive youth interaction and development, assist in providing community-based continuum of care and other programs specific to the treatment of youth, as well as institutional safety.

Duties And Responsibilities

The Training Specialist serves as an advisor and is responsible for all facets of training matters and operational improvements within the Secure Programs division including developing and executing a cluster of assigned courses, conducting comprehensive analyses to identify training needs, and developing training plans and approaches. The Incumbent develops professional development programs, including course content, materials, and aids, and coordinates or directly conducts the training sessions as assigned. Conducts current and long-range training studies and prepare reports on the impact of changes to policy, mission requirements, and the quantity and quality of instruction. Plans and develops long-range master schedules for instruction and coordinates training programs. Collaborates with leadership and subject matter experts to produce and maintain the division’s training curriculum, which incorporates new and existing safety, security, and data measures. Implements training as directed by court mandates and regulatory standards, expands training initiatives as needed, and tracks progress and outcomes related to all mandated training efforts. Designs and develops the training syllabus for assigned programs in independent modules, encompassing all aspects of training goals, objectives, materials, and techniques.

The Training Specialist designs and develops desk guides, training modules, and workshops, providing and conducting training programs on a regular basis and updating and revising them as necessary. Uses the Instructional Systems Design (ISD) methodology to develop curricula and coordinate training programs, working with a wide variety of stakeholders to develop, review, and design training programs for employees. Research subject matter through policy and procedures manuals and other resources, determines the objectives and scope of training courses, and develops techniques and tools for measuring training effectiveness. Monitors classroom presentations, compare materials and methods against established programs of instruction, and conduct surveys to gather feedback on training quality. Recommends adjustments and modifications to enhance training and provides technical advice on subject areas. In coordination with program managers, provider agencies, and relevant personnel, conducts studies and surveys to identify performance problems and determine causes and training solutions, ensuring the training programs remain current, effective, and aligned with revised administrative and regulatory policies. Participates in community outreach activities.

Qualifications And Education

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Work Environment

The work is performed primarily in a correctional institution, inside of an office, classroom, or instruction room which is adequately heated, lighted, and ventilated. Adherence to institutional safety and prevention guidelines is required.
