Job Summary

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders. The mission of CIO is charged with providing the full range of Information Technology support for internal users (network, telephone, computer hardware and software, and data management services) as well as external users (applications and analysis for the City, Schools, Students, and educational stakeholders), needed to drive outcomes for students and system improvements at all levels.

The Management Analyst (Course Collection Liaison) is responsible for analyzing the operations of the organization to ensure processes are functioning effectively to meet overall business needs. This position is in the Office of State Superintendent of Education within the Office of the Chief Information Officer (CIO). This position serves as the Management Analyst (Course Collection Liaison) within the CIO division. The incumbent will be responsible for providing direct support on course data and systems to both internal and external customers via telephone, email, virtual or in-person meetings, and managing and responding to customer support tickets and various requests in a timely and accurate manner.

Duties And Responsibilities

Works closely with the management and project teams to carry out complex management studies dealing with work measurement, methods, and procedures, time standards, and/or benchmarking to identify root or systemic causes and problems, and propose solutions to improve efficiencies. Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures, or organizational changes.

Audits organizational components, process flows, financial information, operating procedures, compliance activities, policy application/development, and alignment with legislative requirements and laws/regulations. Establishes a schedule of work that identifies project milestones and completion dates. Informs management on project activities. Conducts management surveys and research projects and provides advisory services on issues of substantial scope and impact throughout the organization. Develops new methods, organizational structures, and management processes. Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.

Qualifications And Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience could include but not limited to: ability to communicate effectively, orally, and in writing, and establish and maintain effective working relationships with peers, internal and external customers, and vendor staff at all levels of management. Ability to grasp and interpret data systems quickly to provide responses to stakeholders surrounding the quality of data.

Tour of Duty: Monday - Friday; 8:30AM-5:00PM

Duration of Appointment: This is an Education Service (ES) Temporary, “At-Will” Appointment Not to Exceed (NTE 9/30/24). All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

As an emergency employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).
