GIS and Maintenance Management Systems Administrator

Reports to: Vice President of Management Systems

Hours/Week: 37.5 FLSA: Non-Exempt

Hudson River Park Trust (the Trust ) seeks a GIS and Maintenance Systems Technology Administrator to assume day-to-day responsibility for customizing, optimizing and supporting productive staff used of both GIS and the Trust s Computerized Maintenance Management System (CMMS) Cartegraph.

Multiple departments within the Trust rely on GIS for maps, plans and various online graphical reports and user interfaces. The Trust particularly its park operating units, such as Facilities, Horticulture, Public Safety and Operations -- uses Cartegraph to plan and manage work tasks, flow and costs related to the care of physical park assets. Over the last several years, through the Management Systems Department, the Trust has built out dynamic interactive reporting dashboards integrated with GIS. By conducting field research, meeting with users, staying up to date on emerging technology available from Cartegraph and GIS vendors, and working with department heads to support analysis of findings, the GIS and Maintenance Management Systems Administrator will help support the continued improvement and growth of systems that improve park operations. The position will report to the Vice President of Management Systems, an important unit created to support forward-looking planning and administration in support of all Trust departments. The System Administrator will also work closely with the Executive Vice President of Park Operations and other senior managers to identify opportunities to address needs.

Background:

The Trust is a public benefit corporation created by act of the New York State Legislature and a 501(c)(3) charitable organization. The mission of the Trust is to design, construct and maintain a prominent, and very heavily used, 4-mile-long waterfront park on the west side of Manhattan. The Park includes landscaped public piers and display gardens, lawn areas, ecological planting zones, athletic fields, esplanades, docks, public sculptures and other special features. The Trust covers its million annual operating budget through parking revenue, rents from commercial facilities, permits, fees, grants, donations generated by a Friends organization and other private sources. The Park has been constructed with a mix of State, City, private and Federal capital funding.

Core Responsibilities/Duties:

The GIS and Maintenance Management System Administrator s responsibilities include, but are not limited to, the following:

  • Research, analyze, explore, extract, scrub, convert, and work with spatial and non-spatial data for use in specific projects or general base mapping across multiple projects
  • Capture GIS data in different formats using GPS, electronic data recorders, digitizers, and other means
  • Design maps and visualizations and automate geographic analysis
  • Conduct research and perform spatial analyses of park assets. Organize data visualizations, presentation materials, and reports in support of the Trust s operational, educational, entertainment, maintenance and construction programs.
  • Serve as Cartegraph CMMS internal point of contract, provide user support, manage system upkeep, and user settings
  • Develop and produce system reports, including maintenance, productivity, inventory, and costs for department and executive staff as needed
  • Work across Trust departments in customizing work orders, inspection forms, updating baseline information, and preventative maintenance tasks
  • Create, add, and modify park assets and tasks within the system including through integration with GIS as appropriate
  • Provide training to end users on both mobile and desktop devices as required
  • Serve as liaison with OpenGov (Cartegraph service provider) with regard to required system maintenance, updates, and training.
  • Work with Trust leaders to continually improve the use and function of Cartegraph through the Trust
  • Provide technical and planning assistance to support efforts such as resiliency initiatives and emergency management, through data management and collection.
  • Use Python scripts to retrieve data sources for production and updating of authoritative data in an enterprise geodatabase.
  • Input, update and maintain GIS databases, including backups and also maintaining linkages to other databases including Cartegraph CMMS.
  • Identify, analyze and solve system problems
  • Present and provide training for colleagues and leadership
  • Provide additional duties as required
  • Some night, weekend, or holiday work as needed

Required Education and Experience:

  • Bachelor s Degree in GIS, Geography, Cartography, Planning, Engineering, Computer Science or a Bachelor s Degree in GIS and one year of relevant work experience.
  • Must have a solid understanding of the principles and practices of GIS and cartography
  • Experience with ArcGIS including: ArcGIS GIS Server Advanced, Desktop Advanced, Esri CityEngine Advanced, Geostatistical Analyst Desktop, Image Server, Data Interoperability for Desktop, Workflow Manager, Workflow Manager for Server , Network Analyst for Desktop, Publisher for Desktop, Data Reviewer for Desktop, Monitor, Schematics for Desktop, GeoAnalytics Server, GeoEvent Server, Spatial Analyst for Desktop, 3D Analyst for Desktop, Tracking Analyst for Desktop, and Indoors.
  • Ability to read and interpret data from maps, engineering drawings, blueprints, gauges and graphs

Preferred Experience:

  • Familiarity with CAD software AutoDesk
  • Front-end development experience, including HTML, CSS, and JavaScript, ArcGIS API for JavaScript, QGIS,ArcGIS Data Formats (Feature Classes, Feature Datasets, File Geodatabase, Enterprise Geodatabase), ArcGIS Survey 123, ArcGIS Front-End Data
  • Formats (Feature Services, Map Services, Image Services), ArcGIS Explorer, Enterprise Geodatabases (ArcSDE), RDBMS Oracle, SQL Server, Python, Exposure to Microsoft .Net C#, WCF, Webapi, Terrset and Micro Services
  • Familiarity with New York City and its spatial datasets, as well other federal and state data, and data repositories such as usgs.gov and gis.ny.gov.
  • Computer literacy in MS Word, PowerPoint, Outlook and Excel programs.
  • Knowledge of CMMS/EAM Software for GIS Software interface, preferably Cartegraph CMMS

Compensation/Benefits:

Competitive salary of $70,000.00 to $75,000.00 annually and excellent benefits package including: generous PTO, paid holidays, vacation, sick and personal time; medical, dental and vision coverage; and participation in New York State Pension System.
