Rate :- $60-$67/hr on C2C OR 1099 OR $56.25/hr. On W2

Note:

In-person work at the WSDOT Offices in Tumwater, WA 98501 for up to a week at a time as often as every three months to understand manual processes and information resources

Occasional travel to other Clients locations may be required.


Project Description and Background This exciting position will serve as a Expert Level Technology Services Project Manager for WSDOT's Technology Services Division (TSD) supporting the Multimodal Planning and Data Division's efforts to modernize the agency's Roadway Inventory and Linear Referencing System data system and Highway Performance Monitoring System reporting tools. This role will utilize their Expert Level knowledge, extensive experience, and expertise in managing projects involving Geographic Information System (GIS) technology and process modernization. The current system is limited to data on state routes and is a tabular database on a mainframe platform. The project goal is to migrate to GIS technology and integrate data for all public roads that are available from multiple sources

Mandatory:

Expert Level experience, (minimum of ten years), as a Lead Project Manager with direct, personal, experience in the creation and maintenance of IT project PMBOK documentation deliverables for enterprise-scale information Technology system acquisition and implementation projects.

Expert Level experience, (minimum of eight years), in agile project management methodologies leading cross-functional teams, managing and executing sprints, engaging business owners, and ensuring the successful delivery of projects within scope, time, and budget.

Expert Level experience, (minimum of six years), directly managing projects implementing enterprise-level geographic information system technology solutions.

Expert Level experience managing projects that migrate manual processes to digital systems, port data between systems using APIs or other data integration or interoperability solutions.

Excellent verbal and written communication skills.

Expert PM Level of experience in Microsoft Office applications, MS Project, including Visio.

Desirable:

Prior IT Project Management experience leading a project requiring Washington Technology Solutions (WaTech) oversight, providing all gated funding documentation and meeting WaTech's IT standards, policies, and guidelines.

Prior IT Project Management experience managing projects involving modernizing a transportation agency's Linear Referencing System with ESRI's GIS technologies

Prior IT Project Management experience with WSDOT IT projects.

Prior experience in the creation of Request For Information (RFI), Request For Proposal (RFP), and Request For Quotation (RFQ) solicitations

Prior IT Project Management migrating applications to a more modern, vendor hosted Software as a Service (SaaS) or Commercial Off The Shelf (COTS) solution.

A current certification as a Project Management Institute Project Management Professional (PMI-PMP).

Lean Six Sigma Green Belt certification is desirable.
