SECTION I-JOB DESCRIPTION


SUMMARY: (State Purpose and General Responsibilities)

Under the direction of the Chief Information Officer and under the direct supervision of the Chief Technology Officer. Develops plans to optimize data center and remote sites by monitoring performance, memory storage, security, networking, and growth requirements meeting the technical needs of the county. Works closely with the CIO, CTO, CISO, Support, and Applications teams, monitoring performance, security, and functionality for IT. Providing insight and recommendations for budgetary planning for continued growth and security of the technology infrastructure. Provides network and security support for all servers and network devices. Responsible for designing, organizing, modifying, and maintaining Cameron County's Network and Operations Center. Recommends and enforces networking policies and procedures as approved by the Department, including all other related duties as required.


ESSENTIAL FUNCTIONS:(State the fundamental duties and tasks)


  1. Manage, monitor, and configure data center hardware and software applications and environments
  2. Primarily responsible for Installation, maintenance, backup, and data recovery, solutions, and practices
  3. Install, update, and manage software on servers, and switches for security, compliance, and functionality.
  4. Evaluate and optimize servers to optimize systems for effective performance.
  5. Develops Server upgrade plans, procedures, and the installation of operating systems of the servers.
  6. Oversee, design, and implement new or revised methods that effectively meet agency needs.
  7. Oversee design and manages the roles and access privileges of individual users and devices to a variety of applications to prevent unauthorized access.
  8. Analyzes, troubleshoots, and resolves system hardware, software, and networking issues; and provides status reports to management.
  9. Recommends systems technology solutions and enterprise-related hardware and software standards.
  10. Assists in analyzing and defining agency disaster recovery responsibilities and procedures.
  11. Assists with budget recommendations for operating systems, hardware, and software.
  12. May supervise the work of others.
  13. Performs related work as assigned.
  14. Support LANs, WANs, network segments, Internet, and intranet systems.
  15. Performs routine maintenance on network and server equipment and peripherals.
  16. Develop and maintain complete and accurate documentation, including regular maintenance logs.
  17. Assist in network and data wiring, including proper termination, labeling, and documentation.
  18. Maintains network inventory for system management.
  19. Perform system configuration under the supervision of the Chief Technology Officer
  20. Responsible for maintaining the integrity of the network, servers, data center(s), and security.
  21. Perform system backups on all Servers and Systems as required, with regularly scheduled testing.
  22. Performs other duties as assigned.
  23. Stay current with technological developments in systems administration technology and recommend ways for Cameron County to take advantage of new technology.
  24. Administer servers, desktop computers, printers, routers, switches, firewalls, phones, personal digital assistants, smartphones, software deployment, security updates, and patches as required/
  25. Performs troubleshooting as required. leading problem-solving efforts often involving outside vendors and other support personnel and/or organizations.
  26. Manages and monitors the data center and computer host systems, including hardware, software, and equipment such as air-conditioning system, UPS (uninterrupted power system), and fire protection system.
  27. Adheres to an off-hour standby or on-call status as required and during emergencies.

SECTION II-JOB REQUIREMENTS


EDUCATION AND EXPERIENCE: (State the minimum requirements for formal education and job-related experience.)

Bachelor's degree in information technology or Related Field Must have at least 5 years of experience in the information technology field with similar duties and responsibilities. Proficient in Microsoft server operating systems. Experience with Active Directory (AD), Group Policy (GPO'S), Domain Managed Services (DNS), Experience with Virtual Environments, and backup technologies.


KNOWLEDGE, SKILLS, AND ABILITIES:(As utilized in the performance of the Essential Functions of the job.)

Good working knowledge of Intel-based computers, Windows, and Linux. Demonstrated experience with Microsoft Active Directory and administration methodologies. An understanding of PC components commensurate with A+ certification. Must demonstrate continual growth with new and current technologies, Windows operating systems, and network connectivity. Required to have advanced skills utilizing TCP/IP protocol and network security concepts and design commensurate with Network+. Ability to use Visio to generate proper network diagrams and maintain them current. Provide insight and maintenance to ensure proper operation of the management of the County network.

Skills in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; coordinating solutions to problems; developing or revising system configurations; scheduling, testing, installing, and implementing system software & hardware; troubleshooting computer systems.

Ability to recognize, analyze, and resolve complex technical issues; to use network management, administration, and other system administration tools; to analyze systems and procedures; to write and revise standards and procedures; to communicate effectively; and to supervise the work of others. Will adhere to ongoing training and certifications required to remain proficient.

May require registration, certification, or licensure in a specialty area(s).


SPECIAL REQUIREMENTS:(Special licenses and other requirements necessary to obtain or retain the position.)

Must have a valid Texas Driver's License and a good driving record. Must have and maintain a clean TCIC/NCIC records check and ability to meet CJIS Awareness training.


PHYSICAL DEMANDS:(State the physical requirements associated with the performance of the Essential Functions.)

Physical requirements include lifting/carrying 5-100 lbs. Subject to working in awkward positions, within ceilings, walls, and other crawl spaces. Will require loading and unloading cargo on County pickup or other transportation vehicles. Will also require, sitting, walking, standing, bending, reaching and twisting to perform the essential job functions.

CONTACTS:(Nature of contacts, external relationships, and internal relationships.)

Utilizes tact when dealing with Elected/Appointed Officials, Division/Department Heads, County employees, and the public regarding departmental operational issues.


External Contacts: Frequent contact with vendors including distributors, market researchers, and computer resources. Occasional contact with other governmental agencies, outside organizations, and the General Public.


Internal Contacts: Occasional contact with Elected/Appointed Officials, Division/Department Heads. Frequent contact with subordinates, co-workers, and other County employees. Communication is face-to-face, via telephone, and through written and electronic correspondence.


RESPONSIBILITY:(Supervision is given, accountability, safety, budgeting, spending authority and confidentiality.)

Job has a critical impact on the Information Services Department operations and public image. Primary responsibility is providing network support to County departments and personnel by minimizing downtime and system disruptions.


DIFFICULTY:(Judgement, initiative, and decision-making.)

Judgment is required to ensure the completion of administrative activities and special projects as assigned by the Operations Supervisor. Uses discretion to achieve work goals. The initiative is constantly required to achieve work goals.


GUIDANCE:(Supervision received and level of independence.)

The employee receives direction from their immediate supervisor and other department heads to perform complex functions. Employee develops unique solutions for completing work assignments working within the bounds of common business practices.


WORKING CONDITION:(Describe working environment and other conditions of employment.)

Working conditions consist within the County Courthouse complex and all remote, satellite, and annex buildings within Cameron County


This position is subject to a six (6) month probationary period prior to Civil Service eligibility. Must submit to a Civil Service Clerical Exam.
