The organizational change manager must be an expert in leading and executing change aligned with corporate strategy and operational processes. They must analyze the current environment, define future state, create comprehensive change plans, and manage resources. The practitioner will develop communication plans, training materials, and reward packages while evaluating and reporting progress against plans. They should also have a background in technical and operational requirements development.

Impactful Duties:

  • Supports IA's government Technical Officer/Chief Technologist on all technology issues, projects, etc. related to NGA's foreign partnerships.
  • Promotes requirements to enable future multi-partner collaboration and sharing.
  • Provides technical expertise to desk officers supporting visits, trips, exchanges, etc.
  • Assists IA Technical Officer in developing technology requirements for future IA Program Builds.
  • Provides technical expertise and recommendations in support of changes to classified partnerships.
  • Supports programmatic requirements for enhancements to or replacing critical Disclosure and Release tools.
  • Develop solutions for relevant NGA elements related to ongoing Identity Access/Identity Management efforts on NGA's foreign partnerships.
  • Involved in all phases of the program process lifecycle, including tool maintenance and updates.
  • Recommends best software tools to support current workflows.
  • Assists mission partners with defining, building, and executing their requirements outside VTC and partners' collaboration spaces.
  • Provides technical expertise to support developing and assessing technical requirements for future IA program builds.
  • Develops and implements a disciplined, data-driven, and repeatable methodology to enable practical analyses and prioritization of IA technical requirements to support the IA requirement process.
  • Assists IA in developing/evaluating technology-related initiatives, topics, and issues to achieve IA technology goals and objectives. Develops and or recommends technology solutions to enable effective and efficient process improvement.
  • Performs technology-related studies, investigations, and analyses of alternatives to determine the impacts and opportunities for IA. Provides recommended courses of action and way ahead, along with substantiating facts and assumptions, to enable new and improved functionality/capability to ensure successful integration of international partners into our GEOINT global enterprise.
  • Develops a strategic plan and assists with its execution to enable successful integration and transition of information technology services, products, and capabilities to support NGA's foreign partnership efforts.
  • Tracks, monitors, and reports the progress of NGA's transformation initiatives, including, but not limited to, artificial intelligence, machine learning, data science, analytical, and collection model development, to determine their impacts on and opportunities for IA to deepen international relationships.
  • Provides risk and schedule status reports for assigned projects/tasks.

Required:

  • A master's degree.
  • An active TS/SCI clearance or a TS.
  • A minimum of 15 years of related work experience in the following areas:

  • Project management tools, techniques, and processes.
  • Experience developing, using, or evaluating enterprise architectures using standard architecture methodologies such as the DOD Architecture Framework (DOD), Federal Enterprise Architecture, or Zachman models.
  • Demonstrated experience establishing initial and long-range goals and objectives.
  • Demonstrated experience providing recommendations and draft solutions regarding technology challenges to assist office and agency leadership regarding foreign partner engagement.
  • Demonstrated experience using, developing, and maintaining SharePoint

Desired:

  • Demonstrated experience using presentation techniques and visualization effects to develop effective briefing materials.
  • Demonstrated experience facilitating monthly meetings and updates.
  • Demonstrated experience maintaining a complete chronological history of significant events and decisions.
  • Demonstrated experience reviewing and verifying funding and program requirements.
  • Demonstrated experience developing and managing financial and logistics plans.
