Job Description:

Key Responsibilities:

  • Project Oversight:
    • Oversee and manage the entire project lifecycle, including planning, execution, monitoring, and closure.
    • Ensure all deliverables are completed on time and within the specified scope and budget.
    • Identify risks and implement mitigation strategies to avoid delays or budget overruns.
  • Team Management:
    • Lead and manage cross-functional teams, including developers, analysts, testers, and cybersecurity specialists.
    • Provide leadership, guidance, and support to project teams, ensuring that staff are appropriately allocated and have the necessary resources.
    • Oversee subcontractor activities and ensure coordination between internal and external teams.
  • Stakeholder Communication:
    • Serve as the primary point of contact for the EPA's Contracting Officer and other key stakeholders.
    • Facilitate regular communication with the EPA's project managers, including weekly updates, monthly status reports, and ad hoc meetings as required.
    • Prepare and deliver presentations and project status reports to senior EPA officials.
  • Reporting and Documentation:
    • Ensure accurate and timely submission of monthly reports, including project status, risks, budget tracking, and forecasts.
    • Track and manage project documentation, including project plans, change requests, and lessons learned.
  • Agile Project Management:
    • Implement and manage Agile project management methodologies (e.g., Scrum, Kanban).
    • Conduct regular sprint planning sessions, retrospectives, and daily stand-ups to ensure continuous progress and transparency.
    • Track performance metrics (e.g., velocity, burndown charts) and use these to improve team performance and project delivery.

Tools/Technologies:

  • Agile Project Management Tools: Jira, Confluence, Trello, or similar platforms.
  • Collaboration Tools: Microsoft Teams, Slack, Zoom.
  • Project Scheduling and Reporting: Microsoft Project, Smartsheet, or other Gantt chart-based tools.
  • Financial and Budgeting Tools: MS Excel, QuickBooks, or other financial tracking systems for project budget management.

Must-Have Qualifications:

  • Experience:
    • Minimum 10 years of experience in project management, particularly in large-scale IT projects within federal government contracts.
    • Proven experience managing multi-disciplinary teams and subcontractors.
  • Certifications:
    • PMP (Project Management Professional) certification or equivalent is required.
    • Agile certifications such as Certified Scrum Master (CSM) or Agile Certified Practitioner (PMI-ACP) are highly desirable.
  • Skills:
    • Strong leadership, communication, and interpersonal skills.
    • Ability to manage complex projects involving software development, data analysis, and cybersecurity.
    • Experience in managing projects using Agile methodologies.
  • Sector-Specific Knowledge:
    • Familiarity with EPA systems or similar government systems is preferred.
    • Experience managing projects that require compliance with federal regulations, including data security and privacy requirements (FISMA, NIST).
