Job Title: Business Analyst

Clearance Required: Public Trust

Work Location: Remote

The United States Department of Agriculture (USDA), Office of the Chief Information Officer (OCIO), Cybersecurity and Privacy Operations Center (CPOC) serves and supports USDA Agencies and Offices by helping to protect mission-critical assets and information, thereby securing the Country’s diverse food, agriculture, rural and natural resources programs. The CPOC monitors and protects USDA’s systems by keeping abreast of new threats to both existing and new technologies and continually monitoring the USDA information technology enterprise to ensure USDA Agencies and Offices computing environments remain secure. The OCIO provides leadership in the development, implementation, and management of security solutions into the everyday business of the Department to ensure the confidentiality, integrity, and availability of the United States Department of Agriculture (USDA) data and information systems.

The process of establishing new programs, identifying, implementing and deploying new tools, services through CPOC needs streamlining. CPOC needs additional support resources focused on improving and establishing an end-to-end process for establishing programs and vetting new requirements through a seamlessly integrated time-boxed process.

Key Responsibilities

  • The support needed requires the Business Analyst to help the team in establishing repeatable end-to-end processes using Supply Chain Risk programs to validate the processes
  • Work with CPOC divisions to define the initial Supply Chain Risk Management Program to understand mission, scope, requirements to ensure compliance with NIST standards
  • Work with CPOC divisions to understand existing processes, identify gaps, and make recommendations for improvements to eliminate critical gaps
  • Document existing/new processes and workflows to include stage gates
  • Support the development of new processes, including the development of business process improvement plans and priorities, execution of process improvements, including automation and tool development
  • Document standard operating procedures, checklist and templates to support required deliverables
  • Identify and document areas of automation to help centralize and streamline processes using existing toolsets
  • Recommend policies and guidance in support of the new end-to-end process
  • Organizational communications, trainings and detailed walk-throughs of the end-to-end process, procedures, templates and approved policies and guidance

Required Qualifications

  • Education:
    • BS in business administration, IT or any related field or equivalent experience
  • Experience/Skills:
    • Prior Business Analyst and process experience.
    • Experience motivating teams in a virtual environment.
    • Comfortable using MS Office (Word, Excel, PowerPoint
Preferred Qualifications

  • Cybersecurity background
  • Background in government agencies such as USDA, SBA, other federal agencies
