JOB TITLE: Business Analyst

The scope of the proposed services will include the following:

  • Define and document business functions and processes;
  • Analyze the integration of business functions with technology;
  • Maintain a working knowledge of accounting, procurement, finance or contract management;
  • Assist with business case development and business process reengineering;
  • Consult with management and personnel to identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements;
  • Recommend new processes that yield operational efficiencies;
  • Conduct cost-benefit analysis;
  • Develop or assist with project work plans, project timelines;
  • Develop or assist with ITBs, RFIs, RFRs, RFPs and contracts. The Business Analyst should be familiar with State of Louisiana procurement laws and procedures, and also have experience in developing technical specifications and negotiating with vendors to acquire IT assets.

Expertise and/or relevant experience in the following areas are mandatory:

  • Bachelor’s degree
  • Exceptional written and oral communication skills, analytical skills, and familiarity with a range of computer software
  • Solid analytical and problem-solving abilities, with keen attention to detail
  • Strong Excel skills required, including data modeling and ad hoc analysis
  • Available to work from Baton Rouge, LA on a regular basis

Expertise and/or relevant experience in the following areas are desirable but not mandatory:

  • Ability to discern key themes within large, complex datasets
  • Application of specialized skills within a government agency environment
  • Skilled in project design and management
  • Capability with PowerBi and PowerAutomate
  • Experience in data visualization, especially for external audiences
