The Main Purpose Of This Position Is To
POSITION DUTIES
Offshore Wind Program Management
Supervise and coordinate team personnel in support of the development of expert testimony, comments, and reports on matters related to offshore wind and offshore wind transmission.
Administrative Duties
Complete administrative duties including hiring staff, conducting performance reviews, assessing program team training needs, developing educational materials, and managing bucksheet comments.
Reports
Write reports on behalf of the Commission to the General Assembly, as necessary.
Other Duties
Other duties as assigned. May include not limited to conducting research as requested by other members of the agency and making presentations to internal and external organizations and assisting other divisions with their workload. Preparation of legislative comments as requested.
Minimum Qualifications
Education : A Bachelor's Degree in Economics, Public Policy, Engineering, Accounting, or Environmental Science from an accredited college or university.
Experience : Three years of experience in offshore program or policy implementation.

Main Purpose of Job
The Main Purpose Of This Position Is To
- Oversee implementation of Promoting the Offshore Wind Energy Resources Act of 2023 (POWER Act);
- Manage the Offshore Wind team for the Commission's Technical Staff across multiple Divisions;
- Provide expert testimony, developing policy, and performing economic and technical analysis on matters related to offshore wind and offshore wind transmission;
- Coordinate with the Maryland Energy Administration (MEA) and PJM. Inc. on implementation of the POWER Act;
- Be Contract Manager for related procurements; and
- Write reports on behalf of the Commission to the General Assembly.
POSITION DUTIES
Offshore Wind Program Management
- Sponsor expert testimony, comment, or report on matters related to offshore wind and offshore wind transmission.
- Oversee contract management for related procurements to the offshore wind program.
- Manage implementation of the POWER Act.
- Coordinate communications between internal staff, PJM, Inc., MEA and others.
Supervise and coordinate team personnel in support of the development of expert testimony, comments, and reports on matters related to offshore wind and offshore wind transmission.

- Additional experience performing utility, energy policy, economic or econometrically based analysis may be substituted on a year-for-year basis for the required education.
- Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in any of the field areas noted in the education section above on a year-for-year basis for the required experience.
