ORACLE/WEBLOGIC DEVELOPER

CMIT is seeking a motivated, career and team-oriented Oracle WebLogic Developer in support of the U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Continuous Diagnostic & Mitigation (CDM) DEFEND E Program. The CDM DEFEND E Program is a critical component of CISA's national effort to ensure the defense and resilience of cyberspace.


In this role, you will be responsible for leading client-facing activities and providing direct support to stakeholders in project management through planning, coordinating, and reporting. Your primary focus will include conducting code reviews, performing dependency mapping, configuring WebLogic servers, and maintaining comprehensive documentation. You will work closely with clients, serving as the primary interface between them and a large team of engineers, business analysts, and other technical professionals. This team is dedicated to the integration, daily operation, and maintenance of zero trust architecture within a civilian agency, ensuring seamless project management and successful project outcomes.


This is a remote position where the candidate can work from any location within the United States provided, they are able to work on an eastern time zone schedule.


Responsibilities

  • Develop and implement middleware solutions using Oracle WebLogic server
  • Design, code, test and debug applications that integrate with WebLogic
  • Build scalable and secure solutions using Java EE, Web Services, and REST/SOAP APIs
  • Troubleshoot server and application-related issues and implement fixes to ensure uptime, reliability,
  • Review and work with teams to address POAMs and support ATO renewals
  • Support team in obtaining ATOs and resolving POAMs
  • Implement security protocols, including SSL, SAML, and LDAP integration, to safeguard middleware infrastructure.
  • Ensure WebLogic environments comply with company security policies, meet industry best practices and standards (e.g., FISMA)
  • Develop automation scripts for WebLogic server deployments, configurations, and application management
  • Create and maintain technical documentation related to middleware solutions, configurations, and processes.
  • Work closely with project managers, business analysts, and stakeholders to gather requirements and translate them into technical solutions.
  • Migrate legacy applications to new versions of WebLogic or alternative middleware solutions.
  • Other duties as assigned

Education/Certification Required

  • Bachelor's Degree in Computer Science, Information Technology, or a related field, or equivalent work experience.

Qualifications Required

  • 5+ years of hands-on experience with Oracle WebLogic Server, including configuration, administration, and tuning of WebLogic environments. Strong experience in performing code reviews, dependency mapping, and developing comprehensive documentation. Perform maintenance, patching, and security compliance.
  • 5+ years of experience with the full software development lifecycle, including an in-depth understanding of development processes, methodologies (such as Agile, Waterfall, DevOps), and best practices that support the lifecycle.
  • Intermediate to advanced proficiency with tools such as MS Project, Excel, Visio, PowerPoint, and SharePoint. Ability to use these tools to document, present, and communicate complex technical configurations and project statuses to leadership.
  • Strong interpersonal skills to influence change, drive technical direction, and enhance team performance within a cross-functional environment. Effective at building relationships with stakeholders and facilitating collaboration among diverse technical teams.
  • Demonstrated ability to make decisive technical decisions, resolve issues promptly, and identify and prioritize critical tasks to ensure successful project delivery.

Clearance Required

  • Ability to obtain and maintain DHS suitability; not needed to start
  • Must be a US Citizen (non-dual citizenship) with the ability to obtain DHS Suitability.

Physical Requirements

  • Must be able to remain in a stationary position more than 50% of the time.
  • Constantly operates a computer and other office equipment.
  • The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations.
