Northrop Grumman's Mission Systems CIO Program Management Office is seeking a full-time IT Project Manager in support of the Mission Systems Sector, Marine Systems Business Unit. The position supports the CIO Program Office and work will be performed on site in Sunnyvale, California and will not allow for a telecommuting situation.
  • This role leads and directs multiple project teams engaged in the design, implementation and modification of IT and site-specific projects.
  • Partners with Program Manager to prepare project execution plans and identifies appropriate technical and business resources needed for the team.
  • Manages the day to day and ensures projects are completed on schedule, within budget and meets technical requirements of the assignment.
  • Provides technical and analytical guidance to project team and executes against Project Management best practices.
  • Will need to determine the best project management approach to manage the different projects: Waterfall, Agile, hybrid, etc.

Responsibilities include:
  • In coordination with CIO Program Management Office (PMO), oversee implementation of effective technical solutions in support of Marine Systems strategic partners.
  • Assist the PMO in assessing, documenting, and tracking of all assigned project requirements.
  • Manage project schedule, to include prioritization, WBS tasks, predecessors / dependencies, critical path, maintain risk register, and if/when necessary, return to green plans
  • Manage project resources: labor and non-labor, both internal and external to Northrop Grumman.
  • Managing project budgets
  • Identify and proactively engage with Sector and CIO resources as well as contractors, vendors, suppliers, and industry partners.
  • Consult with and advise PMO on project status: accomplishments, challenges, and help needed.
  • Interface regularly with sector leaders and business owners to effectively manage implementation timelines and facilitate successful project completion.
  • Develop trusting relationships and cultivate customer intimacy.

Basic Requirements:
  • BS Degree and a minimum of 10 years of experience with business & IT strategy and with Microsoft Project or similar project management related software. (Or an MS Degree and 8 years of experience)
  • Must have experience with project planning, scheduling, and cost performance.
  • Problem solving skills with integrated team including but not exclusive to the program manager, functional managers, and business owners.
  • Must have excellent written and oral communication skills and the ability to communicate with various levels of leadership.
  • Must have experience leading and managing multiple concurrent and complex project assignments.
  • Self-starter with strong attention to detail and the ability to function independently, meet deadlines and achieve commitments.
  • Comfortable managing rapidly changing set of projects and priorities while maintaining a strong professional presence.

Preferred Qualifications
  • Experience with project management tools and presenting project data such as status, risk, and deliverables to key stakeholders.
  • Experience leading and managing IT related projects in an Agile environment.
  • Experience using tools that support agile processes such as JIRA, Confluence or ServiceNow Strategic Planning Management.
  • Experience with Scaled or SAFe Agile Framework and working as part of an Agile Development (Scrum) team.
  • Agile and/or Scrum Certification
  • PMP Certification
Salary Range: $133,000 - $199,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
