Project Background:

The Veterans Health Administration (VHA) human capital management is undergoing to the most significant redesign and transformation in the history of the Department of Veterans Administration. HR structures, functions, and resources are being reorganized into shared service models to improve the customer service and achieve the strategic outcomes necessary to enable VHA’s more than 360,000 employees to deliver care and services to nine million Veterans.

Workforce Management Consulting (WMC) is responsible for designing and implementing HR Modernization for VHA. In this capacity, WMC provides operational HR services to nearly 40,000 unique customers, provides centralized retirement and other services VHA-wide, and is responsible for the healthcare-specific human capital legislation, policy, and guidance necessary for overseeing the nation’s largest integrated healthcare network.

HR Modernization encompasses a series of current and to-be-defined initiatives ranging from legislative, regulatory, and policy changes to process, systems, and IT infrastructure needs.

Ibility is seeking a Communications Specialist who is responsible for deliver a wide range of communication products, ensuring all materials are clear, concise, and meet 508 compliance standards.

  • Please note that this role will also include supporting Ibility’s social media initiatives, such as creating and curating content, managing social media accounts, monitoring engagement and analytics, and contributing to social media strategy development. You will also collaborate with our communications team to ensure consistent messaging across platforms, maintain brand voice, and help grow our online presence


Key Responsibilities:

  • Collaborate closely with VA stakeholders to understand project goals, capture their vision, and develop tailored communication strategies for HR modernization projects
  • Create and implement strategic communication plans to inform, engage, and align VHA employees and stakeholders with modernization efforts
  • Consult and advise on the best communication methods for various messages, ensuring consistency in tone, clarity, and alignment with organizational objectives
  • Edit and refine communication materials developed by stakeholders, ensuring they meet high standards of quality, accuracy, and accessibility
  • Provide 508 compliance support to ensure all communication deliverables are fully accessible and meet legal requirements
  • Develop a wide variety of communication materials, including but not limited to newsletters, presentations, fact sheets, talking points, and email campaigns
  • Monitor and assess the effectiveness of communication strategies and adjust tactics as needed based on feedback and analytics
  • Stay informed about best practices in change management communications and HR modernization to provide informed recommendations


Qualifications:

  • Bachelor’s degree in Communications, Public Relations, Journalism, or a related field
  • 4+ years of experience in a communications role, preferably within healthcare, government, or HR modernization initiatives
  • Proven experience in developing and implementing strategic communication plans
  • Strong consulting skills with the ability to advise stakeholders on effective communication approaches
  • Excellent written and verbal communication skills, with attention to detail and ability to simplify complex topics
  • Familiarity with Section 508 compliance and experience ensuring communications meet accessibility standards
  • Proficient in Microsoft Office and other communication tools/platforms
  • Ability to work both independently and collaboratively in a fast-paced, deadline-driven environment
  • Strong organizational skills and ability to manage multiple projects simultaneously


Preferred Qualifications:

  • Experience working within the Veterans Health Administration or a similar government agency
  • Knowledge of HR modernization or large-scale transformation efforts
