We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from remote, hybrid, to full-time in the office. Description Of Job

The Long term services and Support unit in the Finance Office welcomes your application to the Budget Analyst temporary position. In a learning environment, the position projects portions of the Department’s expenditure and utilization for health care services, including Title XIX and Title XXI programs. Using actual expenditures, utilization, and caseload for services, this position assists with the preparation of projections of cost with funding splits, caseload, or utilization services.

Responsibilities In This Position Include

  • Learn Department protocols and take responsibility for a small number of decision items, base reduction items, supplemental requests, budget request amendments, fiscal notes, and ad-hoc analysis as assigned.
  • Track problems and communicates these issues to the work lead.
  • Assist in defending projections via extensive spreadsheets and written documents.
  • Complete any budget analysis related to items such as state plan amendments, requests for proposals, contracts, and other requests related to the assignment.
  • Determine the appropriate analysis, perform needed data analysis or research, and make recommendations on whether or not to clear the appropriate document.
  • Work on special projects at the direction of the supervisor.
  • Attend meetings as a representative of the section, exchanging information with established contacts, detecting, discovering, and exposing information, problems, violations or failures by interviewing or investigating where issues or results are not known ahead of time, and advising, counseling or guiding in the direction taken to resolve complaints or problems and influence or correct actions or behaviors.
  • Collaborate with other staff in the section and, at the direction of the supervisor, across the Department to accomplish work-related activities.
  • Promote, develop and maintain effective working relationships with key individual or groups.

Experience Only

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Four (4) years of experience in an occupation related to budget and finance

OR

Education And Experience

A combination of related education in finance, accounting, budgeting, economics or related field and/or relevant experience in an occupation related to the work assigned equal to four (4) years

Preferred Qualifications

  • Prior state experience related to the duties of this position
  • Experience pulling and analyzing data sets
  • Experience applying equity across budgetary processes and analysis
  • Experience forecasting costs or enrollment of programs
