Qualifications

To qualify for the GS-09 level, you must have one of the following:
- 1 year of full-time* specialized experience equivalent to at least the GS-07 level defined as advising stakeholders on the submission of annual budget request; monitoring budgetary obligations and expenditures identifying and preparing reports on differences between spending and projected estimates.
- 2 years of progressively higher level graduate education leading to a master’s degree; or master’s or equivalent graduate degree; the education must be directly related and provide the knowledge, skills, and abilities necessary to do the work of the position
- equivalent combination of education and experience
- 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as interpreting and advising stakeholders on budgetary/financial policies, guidelines, and/or directives; defining budget requirements for formulation; analyzing and preparing reports on annual funding needs for future budget years.
- 3 years of progressively higher level graduate education leading to a Ph.D. degree; or Ph.D. or equivalent doctoral degree; the education must be directly related and provide the knowledge, skills, and abilities necessary to do the work of the position
- equivalent combination of education and experience

- Knowledge of standard budgeting principles, practices, and methods.
- Ability to complete assignments in support of formulation, execution, or review of a budget.
- Ability to obtain, compile, and summarize narrative information and quantitative data.
- Skill in written communication.
- Skill in oral communication sufficient to provide technical advice on an organization’s budget.
- Skill in applying evaluative techniques to identify and analyze common budgetary and funding problems.
