Overview:
We are seeking a Chief Technology Officer (CTO) to join our team for healthcare project supporting our client in leading their technology strategy and driving growth in a rapidly evolving healthcare landscape. As the CTO, you will be responsible for developing and executing a comprehensive technology strategy that aligns with our clients' business goals. You will oversee all aspects of our technology operations, ensuring compliance with healthcare regulations and fostering innovation in Medicaid self-directed care systems.

Duties:

• Develop and implement a forward-thinking technology strategy that supports our clients' business objectives and drive innovation in Medicaid self-directed care systems.

• Work closely with executive leadership to align technology initiatives with the overall goals of the organization.

• Leverage in-depth knowledge of Medicaid self-directed care models to enhance technology solutions and ensure compliance with HIPAA and all applicable regulations, including the State of New York's.

• Manage complex technology environments, including cloud computing, data architecture, software development, and cybersecurity, ensuring system performance, security, and compliance.

• Oversee IT operations to optimize processes related to leads, referrals, enrollments, payroll, tax, and EDI.

• Collaborate with the Revenue Cycle Management team to minimize denial rates and enhance cash flow.

• Engage with state-level entities, particularly NYS, to ensure technology solutions meet regulatory requirements and address their technology needs.

• Monitor and manage the product technology landscape, addressing any issues or escalations promptly to maintain account health.

• Mentor and lead cross-functional technology teams, fostering a culture of innovation, continuous improvement, and effective communication across the organization.

• Identify and mitigate technology risks, develop robust cybersecurity strategies to protect sensitive data, and ensure business continuity in case of disruptions.

Mandatory Qualifications:

• Bachelor's degree in Computer Science, Information Technology, or a related field required; Master's degree preferred.

• Proven experience as a CTO or in a senior technology leadership role, ideally within the Medicaid and healthcare sectors.

• Strong understanding of Medicaid self-directed care models and healthcare IT systems.

• Expertise in cloud computing, data architecture, software development, and cybersecurity are essential.

• Demonstrated leadership and team management abilities, with excellent communication and collaboration skills.

• Strong metrics-driven operational focus, with a track record of improving enrollment timeliness, payroll efficiency, Electronic Visit Verification (EVV) acceptance rates, and managing denial rates.

• Ability to manage complex technology projects and teams, with strong problem-solving and risk management skills.

Desirable Qualifications:

• Experience working with Medicaid self-directed care models.

• Familiarity with HIPAA and state-specific healthcare regulations.

• Prior experience collaborating with New York State agencies.
