Job Title: Business Analyst (3 positions)
Location: 200 West Baltimore St, Baltimore MD 21201, with travel as required to any Maryland State office

Background:
Business Analyst (3) will work on Service Requests and projects in support of the State Department of Education s Child Care Administration Tracking System (CCATS) application.

Primary Responsibilities:
a. Resources shall, as needed and in cooperation with other business analysts, IT project
managers, and other staff, facilitate and/or participate in the IT project review process.
b. Resources shall, as needed, develop project feasibility and cost-benefit analysis reports to assist an
IT Steering Committee in determining whether a project should proceed.
c. Resources shall work with the assigned Project Manager to transition a Service Request from
concept through preliminary planning to formal approval. This includes identifying the benefits of
the Request, potential project team members, deliverables, and project performance metrics.
d. Resources shall participate on project teams for new systems. Participation can include but is not
limited to the following:
  • Be familiar with and communicate information on the requirements development and management process to the project team.
  • Assist Project Managers with requirement identification and scope definition.
  • Comprehend basic to complex business issues translating business needs into understandable requirements.
  • Facilitate requirements elicitation session(s) with stakeholders.
  • Review and document existing (as-is) business processes.
  • Develop and document future (to-be) business processes
  • Differentiate between modeling techniques to determine which is appropriate for a project (e.g., use cases, workflow, swim lanes, context diagrams).
  • Develop and maintain or assist in the development and maintenance of project documentation such as a Functional Requirements Document (FRD).
  • Conduct a quality review walkthrough of business requirements documentation.
  • Participate in the planning and execution of system testing including development of test plans, test cases, and requirements traceability matrices.
  • Participate in the planning and development of system documentation and training materials.
  • Participate in training sessions.
  • Develop artifacts in compliance with the State SDLC
e. Resource shall, as needed, operate as a liaison for the assigned Branch during interactions with
agency staff and contractors to determine appropriate computer-related solutions to business
problems. This can include but is not limited to:
  • Examine a business activity to help decide whether new IT solutions will improve productivity.
  • Discuss existing business models and the flows of data in the business with those involved.
  • Write, review and edit specifications, RFPs, business processes and provide recommendations related to the proposed solution.
  • Understand the role of the system in the organizational business area s overall business process and provide ideas and recommendations regarding the evolution of the system and any project interdependencies to consider.
  • Using a variety of technical and presentation tools, produce high level outline designs of new IT systems, and perform a cost benefit analysis and/or a buy/build/reuse analysis.
Additional Tasks:
a. Resources shall complete mandated training when requested.
b. Resources shall enter information into TFS application including status updates and
documentation.
c. Resources shall submit bi-monthly status reports as directed by the Manager.
d. Resources shall be responsible for proactively identifying and performing knowledge transfer
activities such as background and status update meetings, background and status update
emails, or job shadowing occurring on the reassignment of a project resource from one
task/project to another, whether a permanent or temporary transfer.
e. Resources shall attend Project Management Branch meetings, Program Advisory Committee
(PAC) meetings, and other meetings upon request.
f. Resources shall, as needed, assist in performing Commercial off the Shelf (COTS) software
and/or hardware evaluations.
g. Resources shall assist in research efforts and support business analysis as needed.
h. Resources shall perform other duties as assigned including documentation as directed by
Agency.

General Experience:
  • The candidate must have at least eight (8) years of computer experience working independently or under general direction on complex application problems involving all phases of systems analysis.
  • Experience in working with Microsoft Office Suite, including Visio and Project.
Specialized Experience:
  • At least five (5) years of experience in analysis and design of business applications for complex large-scale or mid-tier computer systems, or LAN-based systems, to include experience in Database Management Systems (DBMS), and use of programming languages.
  • Knowledge of current storage and retrieval methods and demonstrated ability to formulate specifications for computer programmers to use in coding, testing, and debugging of computer programs.
Preferred Experience:
a. Demonstrated knowledge of IT software requirements elicitation, documentation, and
management.
b. Experience with financial, document, and human resources management, or procurement
management software.
c. Prior senior level experience preparing business cases or other types of requests for IT software
development.
d. Prior senior level experience writing project deliverables such as a functional requirement
document or a requirements traceability matrix.
e. Demonstrated knowledge of business process/workflow automation.
f. Demonstrated knowledge of performing gap analyses.
g. Prior experience planning and conducting IT software quality assurance testing including writing
test cases.
h. Prior experience preparing and delivering informative, well-organized presentations.
i. Excellent verbal and written communication skills.
j. Breadth of knowledge in the Business Analyst Body of Knowledge (BABOK).

Education:
A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline or three (3) years of equivalent experience in a related field. A Master's Degree is preferred.

Certifications Required:
IAAP Certified Professional in Accessibility Core Competencies (CPACC): Ensuring foundational knowledge in accessibility principles.
IAAP Web Accessibility Specialist (WAS): For projects with a significant web component, ensuring expertise in web accessibility.
Certified Usability Analyst (CUA) or equivalent: For general usability and accessibility knowledge.
